CASSELBERRY CITY COMMISSION <br />Minutes of January 25, 2021 — Regular Meeting <br />Page 7 of 15 <br />applications, and families of four making 80% or less of the median income for Seminole County would be <br />favored for receiving this assistance. <br />Mayor Henson also shared the following information: <br />- Received his first COVID-19 vaccine on January 201H <br />- Attended the Tri -County League of Cities legislative session on January 21 St. Advised that the <br />incoming President for Tri -County would be Commissioner Joe McMullen from the City of <br />Oakland and he believed that the current President, Orlando City Commissioner Tony Ortiz <br />would be moving up to the state level with the Florida League of Cities. <br />- Groundbreaking ceremony for Casselberry Elementary School will be held on February 16tH. <br />- Groundbreaking ceremony for the St. Johns River Water Management District's new Apopka <br />Service Center will be held February 8'n <br />Mayor Henson advised that there would now be further consideration of Agenda Item 8.A., Future Agenda <br />Items. <br />A. Future Agenda Items (continued) <br />In response to a question from Commissioner Albritton, City Attorney Reischmann advised it would be <br />appropriate to amend the meeting agenda to include a discussion as to whether a formal hearing should be <br />held to determine whether Vice Mayor Busch violated Resolution 07-83, Code of Boardsmanship, Item <br />Number 8. <br />MOTION: Commissioner Albritton moved to amend the Agenda to add a discussion under <br />Item 8.A. Future Agenda Items on whether a formal hearing should be held at <br />the next regular City Commission meeting to determine whether Vice Mayor <br />Busch violated the City's Code of Boardsmanship, Item Number 8. <br />Vice Mayor Busch called for a Point of Order, stating that he did not wish to waive his rights at this time. <br />Commissioner Albritton clarified that the motion would be only to amend tonight's agenda to allow <br />discussion of whether or not to include a hearing for determination of whether there was a violation of the <br />Code of Boardsmanship, Item Number 8 on the agenda for the next regularly scheduled City Commission <br />meeting. <br />Motion was seconded by Commissioner Aramendia. <br />City Attorney Reischmann cautioned the City Commission regarding placing an item on the agenda <br />specifically relating to a potential violation of Item 8 of the Code of Boardsmanship, stating that the City <br />Commission could get into problems as far as selective enforcement, and noting that both the Constitution <br />and the Florida Statutes allow for open political debate, especially when someone is running for office. She <br />stated that it would be a very difficult thing for a Commissioner to always know if they were being taped <br />or their comments were going to an audience and to always remember to state that they were speaking as <br />an individual, so she wanted the Commission to think those things through while deciding whether to put <br />that item on an agenda. She again suggested that if it were put on the agenda with the idea that some action <br />
