CASSELBERRY CITY COMMISSION <br />Minutes of February 8, 2021 — Regular Meeting <br />Page 8 of 15 <br />The City Clerk read Ordinance 21-1548 by title, as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING THE CITY <br />CODE OF ORDINANCES, PART III, UNIFIED LAND DEVELOPMENT REGULATIONS, <br />ARTICLE XIV, TREE PROTECTION, SECTION 3-14.3, PERMIT REQUIRED FOR REMOVAL, <br />TO PROVIDE DOCUMENTATION REQUIREMENTS FOR PERMIT EXEMPT TREE <br />REMOVAL AND SECTION 3-14.8, VIOLATIONS, WAIVERS AND APPEALS, TO PROVIDE <br />PENALTIES FOR NOT SUBMITTING DOCUMENTATION; PROVIDING FOR <br />CODIFICATION, CONFLICTS, SEVERABILITY, AND AN EFFECTIVE DATE." <br />Staff Presentation: Community Development Director Chris Bowley stated that Ordinance 21-1548 <br />amends the City of Casselberry Unified Land Development Regulations Article XIV, Tree Protection, <br />Sections 3-14.3 and 3-14.8 regarding the tree removal process (LPA 20-11). He explained that the proposed <br />amendments had been discussed at the January 11 °i City Commission workshop and the proposed ordinance <br />being considered tonight incorporated some of the changes and clarifications suggested at the workshop. <br />He added that staff and the City Attorney tried to keep the content as it was brought to and approved by the <br />Planning and Zoning Commission so it would not have to go back before them. He further explained that <br />the proposed ordinance clarified language relating to permit exemptions and replacement requirements; <br />included clarifications to definitions, including residential and documentation; referenced Florida Statutes <br />Chapter 163; referenced Florida Statutes Chapter 162 relating to Code Enforcement measures; added the <br />Florida Exotic Pest Plan Council list as an attachment as requested at the workshop; and included some <br />minor formatting changes. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Community Development Director recommended approval <br />of Ordinance 21-1548 on first reading. <br />Audience Participation: The following individual came forward to address Ordinance 21-1548, <br />1. Ms. Rhonda Ovist, 220 South Embrey Drive, expressed concern that she did not have any idea <br />what this ordinance was about and suggested that a Powerpoint presentation or some sort of <br />visual documentation about the proposed changes would have been helpful for those who had <br />not attended the workshop and were not aware of all the discussions that had taken place. <br />No one else came forward. <br />MOTION: Commissioner Aramendia moved to approve Ordinance 21-1548 on first <br />reading, as presented. Motion was seconded by Vice Mayor Busch. Motion <br />carried unanimously by voice vote 5-0. <br />B. Ordinance 21-1549 — Issuance of Capital Improvement General Obligation Bond <br />in One or More Series <br />The City Clerk read Ordinance 21-1549 by title, as follows: <br />
