Resolution 21-3220 — Amended Grant Agreement with the Florida Department of <br />Environmental Protection for Funding Assistance for the Lake Kathryn Circle <br />Utility and Roadway Improvement Project <br />"A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, <br />FLORIDA, APPROVING AND AUTHORIZING THE EXECUTION OF AN AMENDED <br />AGREEMENT WITH THE FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION <br />TO ASSIST WITH FUNDING A PORTION OF UTILITY -RELATED IMPROVEMENTS FOR <br />THE LAKE KATHRYN CIRCLE UTILITY AND ROADWAY IMPROVEMENT PROJECT <br />(ALSO KNOWN AS PROJECT PW 1805 LAKE KATHRYN CIRCLE COMPLETE STREET <br />IMPROVEMENTS); PROVIDING FOR CONFLICTS, SEVERABILITY AND EFFECTIVE <br />DATE." <br />Introduction: Resolution 21-3220 provides for approval of an amended Agreement with the Florida <br />Department of Environmental Protection (FDEP) to assist with funding a portion of utility -related <br />improvements for the Lake Kathryn Circle Utility and Roadway Improvement Project (a.k.a. PW 1805 <br />Lake Kathryn Circle Complete Street Improvements Project) in a total amount not to exceed $1,615,107, <br />inclusive of a local match not to exceed $807,553.50. <br />Budget Impact: There is no immediate impact to the City Budget, but a 50/50 local match up to <br />$807,553.50 is required. After FDEP has executed the Agreement, future Budget Amendment(s) will be <br />brought before the City Commission to recognize revenue, allocate local match funds, and establish <br />additional expenditure account(s) as needed. <br />Recommendation: The City Manager and the Public Works Director recommended approval of <br />Resolution 21-3220. <br />B. Resolution 21-3221 — Waste Pro of Florida Residential Solid Waste Rate <br />Adjustment <br />"A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, <br />FLORIDA, AUTHORIZING THE APPROVAL OF A RATE ADJUSTMENT IN ACCORDANCE <br />WITH THE PIGGYBACK AGREEMENT FOR RESIDENTIAL SOLID WASTE COLLECTION <br />WITH WASTE PRO OF FLORIDA, INC.; PROVIDING FOR CONFLICTS, SEVERABILITY, <br />AND EFFECTIVE DATE." <br />Introduction: Resolution 21-3221 provides for a rate adjustment for Waste Pro of Florida for residential <br />solid waste collection services based on the 2020 Consumer Price Index effective January 1, 2021 to June <br />30, 2021. <br />Discussion: Based on the 2020 data, the amount payable to Waste Pro per home per month for solid waste <br />services will increase from $14.28 to $14.54/home per month for regular and special collection services <br />and from $28.56 to $29.08 for side -door collection services. The rates the City charges to residents are not <br />
