RESOLUTION NO. 12-2369 <br />A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA; <br />ESTABLISHING THE CASSELBERRY HOUSING TASK FORCE; <br />PROVIDING FOR CONFLICTS, SEVERABILITY, AND EFFECTIVE DATE. <br />WHEREAS, the City Commission is dedicated to providing a high quality of life for Casselberry <br />residents; and <br />WHEREAS, the City of Casselberry has seen a decline in property values at a rate that negatively <br />influences community value, health, and economic merit; and <br />WHEREAS, the City of Casselberry has identified housing as a priority community issue; and <br />WHEREAS, the City Commission of the City of Casselberry believes that the formation of a <br />Casselberry Housing Task Force is a practical approach for identifying issues with the City's housing stock; <br />and <br />WHEREAS, City Commission members shall each appoint two City residents as representatives on <br />the Casselberry Task Force and select a Commissioner as the Chairperson; and <br />WHEREAS, the Housing Task Force will evaluate and prepare recommendations over a six to nine <br />month period of time for presentation to the City Commission in an effort to inhibit property value decline and <br />increase community character. <br />NOW, THEREFORE, BE IT ENACTED by the City Commission of the City of Casselberry, <br />Florida: <br />SECTION 1. The City Commission of the City of Casselberry hereby approves the formation of <br />the Casselberry Housing Task Force and authorizes the Mayor to execute this resolution on behalf of the City <br />Commission. <br />SECTION 2. In forming the Housing Task Force, the City Commission desires to include a <br />diversity of perspectives and experiences. To meet these objectives, Commission members will appoint <br />eleven (11) Task Force members in the following manner: <br />a. Two (2) members will be appointed by each Commissioner totaling ten (10) members. <br />b. The eleventh (11) member will be a member of the City Commission. <br />c. The Commissioner will serve as the Chair Person to the Task Force. <br />SECTION 3. The actions taken by the Housing Task Force are to: a) Explore housing <br />development initiatives; b) Clearly define the key housing challenges in Casselberry, if any, that the Task <br />Force believes the City Commission should target; c) Evaluate the wide range of potential housing program <br />options for cost and potential effectiveness in terms of targeted housing needs included but not limited to the <br />formation of a Casselberry Development Corporation; and d) Based on this evaluation, prepare and present <br />to the City Commission a report describing the Task Force's findings and specific recommendations for <br />housing program(s) in an effort to reduce property value decline and increase community character; <br />
