Mr. Bowley, Planner II Christina Hyson and <br />City Attorney Katie Reischmann then gave a Power Point presentation which included the following <br />components: <br />Proposed Ordinances <br />o Tree Removal Permit Ordinance <br />o Waterways Ordinance <br />o Other Ordinances in Progress/in Queue to Update Code of Ordinances <br />■ Special Events Permits Update <br />■ Property Maintenance <br />■ Building Fee Update <br />• Impact Fee Update <br />■ Sign Code Update <br />■ Home Occupation Update <br />■ Lien Reduction Update <br />Questions <br />Discussion: Discussion ensued during the presentation on the various proposed, pending and future <br />ordinances being detailed, which included but was not limited to: availability of a listing of trees allowed to <br />be removed; whether a tree removal permit could be applied for and paid for online, and whether multiple <br />trees could be removed under one permit; permit fees for residential and commercial tree removal; restrictions <br />on the City's ability to regulate and enforcement tree removal due to preemptions contained in Florida <br />Statutes; need for clarification in the proposed ordinance language relating to whether a permit is required for <br />tree removal from a residential property and in what circumstances input from an arborist or landscape <br />architect would be required; when mitigation would be required for removal of a healthy tree; protection of <br />the City's tree canopy and tree replacement program available through application to the City Tree Advisory <br />Committee (CTAC); feasibility of a home occupation ordinance to address preservation of the residential <br />character of neighborhoods in the City, especially in light of recent trends towards residents working from <br />home or moving existing brick and mortar businesses to home based businesses, and the need for <br />clarification and direction from the City Commission on how to address the issue; potential parking issues, <br />increased traffic and disruption to residential areas relating to home occupations; what types of complaints <br />had been made to Code Enforcement relating to home occupations; desire of the City Commission to not <br />further constrain the types of businesses that can be conducted as home occupations, but rather to constrain <br />the impact of home businesses on the residential neighborhoods; various ordinances being worked on <br />simultaneously with the tree removal and waterways ordinance, including a proposed property maintenance <br />ordinance which is scheduled to go to the Planning and Zoning Commission in February; proposed changes to <br />the City's waterways ordinance, Articles I and 2, including: definitions; bringing the City's ordinance into <br />compliance with State Statutes; clarification of processes; reassignment of permitting responsibilities; <br />regulations and prohibitions relating to docks and mooring structures; regulations relating to abandonment of <br />vessels and storage of inoperable vessels; prohibitions on releasing refuse into any stormwater conveyance <br />system; adoption of Florida Statutes Chapter 327 relating to operation of vessels and personal watercraft in its <br />entirety and Federal Inland Navigation Rules; enforcement by FWC (Florida Fish and Wildlife Conservation <br />Commission); feasibility and possibility for restricting horsepower of vessels on the lakes; and the possibility <br />of providing a link to Florida Statute Chapter 327 in the codified ordinance online for ease of reference by <br />citizens. <br />
