this? Are we meaning in this definition that the guests can only stay one night? Should we apply some more time of
stay requirement here?
Hotels, motels, and transient lodging: "25 or more guests" — why is number being used? Does that exclude a certain
size establishment or is easier than just saying the number of "rooms" availlable for some type of economic resources
exchange? Is there some national planning standard here? Does this mean they could hold 25 in total or it kicks in
when they exceed 25 or more guests? Based on the above "8 people" then this would mean establishments with more
than 3 rooms would fall under this standard?
Other topics•
1. Board member suggestion of eliminating adjoining doors would be a good thing to decrease large family
extended stay. I am not sure if the adjoining doors is more a safety thing required based on ways to escape a
room in case of a fire.
2. Can we get some examples of other city/municipality extended stay hotel ordinances and compassion of
their "restrictions/definitions" to ours? Are there any localities near and any localities that are like Casselberry
with regard to size, housing inventory or "near a big city"?
3. Is there any authoritative literature that can be added to the ordinance as "evidence" regarding the
consequences of extended stay facilities? Can this be provided at future meeting?
4. Does this ordinance conflict with the city's housing commission recommendations for affordable housing
and what is in our City's comprehensive plan? It was mentioned in the meeting that these extended stays are
offering lower cost housing options?
5. Another possible restrictor could be restricting the number of vehicles for each room. Many hotels or
condo places restrict to two parking passes displayed on each car (dash/mirror) per room with a minimal "free"
guest parking stalls. I am not sure on the enforcement of this on private property, but I would assume code
enforcement could be involved if they are seeing vehicles without permits. Could the police enforce this at night
as a part of community patrolling?
6. Are we going to include anything about "pet friendly" establishments or this would not provide a
differentiation for this ordinance?
