Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />September 11, 2019 <br />Page 2 <br />condition of approval for the site plan (SPR 18-33) that the Planning and Zoning Commission approved at a previous <br />meeting. He said the lots required replatting to document the various easements to the adjoining parcels and the <br />wetland mitigation. <br />The applicant has submitted the final plat that meets the conditions of approval and this item is ready to be <br />scheduled for review by the City Commission. <br />Mr. Fathelbab said staff requests the Planning and Zoning Commission review SP 19-04, Glen Academy at <br />Lake Marie, final plat, and provide a recommendation of approval to the City Commission. He said the <br />recommendation is based upon the plat, Attachment A, the findings of fact and conclusions of the staff report dated <br />September 11, 2019, and the two (2) conditions outlined in the staff report. The conditions of approval are: <br />1. Prior to final approval by the City Commission, the applicant shall make the necessary changes to the <br />plat based on the remaining comments. The applicant will then resubmit the plat and any necessary <br />documentation to allow the City to review and ensure all necessary changes and requirements have <br />been met. <br />2. The City Surveyor, City Engineer, Community Development Director, City Clerk, and City Mayor shall <br />execute the signature block prior to recording of the plat. <br />Mr. Fathelbab stated that the applicant was not present at the meeting. <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, <br />the request. No one came forward. <br />In response to the Commission's question, Mr. Fathelbab explained that the site plan and platting process <br />differs based on the development. He said if changes are made to a site plan that could affect the plat, the replatting <br />process is delayed until the final site plan is completed. <br />Mr. Henson asked for a motion to address SP 19-04. Mr. Phillips made a motion that the Planning and <br />Zoning Commission approve SP 19-04, Glen Academy at Lake Marie, final plat, and provide a recommendation of <br />approval to the City Commission based upon the plat, Attachment A, the findings of fact and conclusions of the staff <br />report dated September 11, 2019, and the two (2) conditions of approval outlined in the staff report including <br />Attachment A. Ms. Campbell seconded the motion. The motion passed unanimously by voice vote. <br />Fifth Item of Business: ZB 19.07: 245 Lake Ellen Drive. A request to amend the Official Zoning Map from R-9 <br />(Low Density Single -Family) to CG (Commercial General) for the property located at 245 Lake Ellen Drive. <br />
