Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />August 14, 2019 <br />Page 2 <br />Fourth Item of Business: Disclosure of Ex Parte Communications. <br />No disclosure of Ex Parte Communications was made by the Commissioners. <br />Fifth Item of Business: SPR 19.11: Duke PowerStation. A major site plan request for improvements to the <br />Duke PowerStation located at 890 South Winter Park Drive. <br />Mr. Dean Fathelbab, Planner ll, reviewed the information provided in his memorandum dated August 14, <br />2019, to the City of Casselberry Planning and Zoning Commission. Mr. Fathelbab said staff requests the Planning <br />and Zoning Commission approve the major site plan application for the Duke PowerStation (SPR 19-11). He said the <br />recommendation is based on the findings of fact and conclusions of the staff report dated August 14, 2019, subject to <br />the six (6) conditions of approval outlined in the staff report and the five (5) attachments included in the staff report. <br />The conditions of approval are: <br />1. The applicant shall make a tree bank contribution in the amount of $21,500. <br />2. The proposed perimeter fence shall require a separate building permit. <br />3. All Public Works Department issues and comments must be addressed prior to issuance of a site <br />permit. <br />4. All required local, regional, state, and federal permits shall be obtained before commencement of <br />development. <br />5. The site plan approval shall be valid for one (1) year. An extension request may be submitted prior to <br />the expiration of this approval. <br />6. All of the above conditions shall be fully and faithfully executed or the site plan shall become null and <br />void. <br />After a brief discussion regarding a concrete wall option in lieu of the 8' vinyl fence and fence maintenance, <br />Mr. Henson asked the applicant to come forward. Ms. Patty Dalessandro, 150 Progress Energy Way, Longwood, <br />Florida, came forward. There were no questions for the applicant. <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, <br />the request. Mr. Bruce Karp, 232 Overbrook Drive, Casselberry, Florida, came forward. Mr. Karp expressed <br />concerns that the overhead power lines cause cancer. Mr. Karp also questioned if the site modifications would <br />improve the service to the area. <br />Mr. Henson asked for a motion to address SPR 19-11. Mr. Hale made a motion that the Planning and <br />Zoning Commission approve the major site plan application for the Duke PowerStation (SPR 19-11) based on the <br />findings of fact and conclusions of the staff report dated August 14, 2019, and subject to the six (6) conditions of <br />
