Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />July 10, 2019 <br />Page 2 <br />Mr. Jonathan Tardif, Planner I, reviewed the information provided in his memorandum dated July 10, 2019 <br />to the City of Casselberry Planning and Zoning Commission. Mr. Tardif said staff recommends the Planning and <br />Zoning Commission approve CU 19-11 to allow an 840 square foot accessory structure at 261 Lyman Road. He said <br />staffs recommendation is based on the findings of fact and conclusions of the staff report dated July 10, 2019, and <br />the following conditions: <br />1. The conditional use shall be limited to the location of 261 Lyman Road. <br />2. The accessory structure shall be utilized solely for storage and shall not be converted to a habitable <br />structure without Site Plan Review. <br />3. The area of the parking lot where the proposed accessory structure will be located along with the area <br />that is currently used as storage for temporary office trailers will need to be restriped as a loading zone. <br />4. The applicant must obtain an engineering permit to create one additional ADA accessible parking space <br />within 180 days of approval. <br />5. Any additions that increase the height or square footage of the accessory structure will require <br />conditional use approval. <br />6. A building permit must be issued within 180 days of approval. All inspections must be approved by the <br />expiration date of the building permit. <br />7. The use shall remain in complete compliance with all City, County, and State requirements. <br />8. All of the above conditions shall be fully and faithfully executed or the conditional use shall become null <br />and void. <br />After a brief discussion, Mr. Henson asked the applicant to come forward. Mr. Tom Hughes, 4400 North <br />Alafaya Trail, Orlando, Florida came forward. There were no questions for the applicant. <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, <br />the request. No one came forward, <br />Mr. Henson asked for a motion to address CU 19-11. Mr. Phillips made a motion that the Planning and <br />Zoning Commission approve CU 19-11 to allow an 840 square foot accessory structure at 261 Lyman Road based <br />on the findings of fact and conclusions of the staff report dated July 10, 2019, and the eight (8) conditions of approval <br />outlined in the staff report including Attachment A and B. Ms. Costello seconded the motion. The motion passed <br />unanimously by voice vote. <br />Mr. Fathelbab discussed the next two agenda items together. <br />Sixth Item of Business: CU 19-12: Daycare Facility at 1300 Seminola Boulevard. A conditional use request to <br />operate a day care facility (The Glen Academy at Lake Marie) at 1300 Seminola Boulevard. <br />Seventh Item of Business: SPR 18.33: The Glen Academy at Lake Marie. A major site plan request to develop <br />a ±12,600 square foot daycare facility at 1300 Seminola Boulevard. <br />
