Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />June 12, 2019 <br />Page 9 <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, <br />the request. Mr. Willard "Gary" Ives, 2325 Sierra Lane, Maitland, Florida came forward. Mr. Ives requested an 8 -foot <br />fence on the east and the south side of the development. Mr. Henson stated that the fence would be constructed <br />adjacent to the residential property. Mr. Ives requested that the developer plant bamboo to provide a higher <br />screening. It was stated that bamboo is an invasive plant. <br />A discussion ensued regarding the location of the 8 -foot fence. Mr, Fathelbab explained that constructing <br />an 8 -foot fence abutting the residential properties to the east and southern property lines meets the intent of the <br />request. Mr. Acevedo committed to constructing an 8 -foot fence adjacent to the residential properties. <br />Mr. Manuel Lamarche, 2348 Sierra Lane, Maitland, Florida came forward to speak. He said he is the <br />neighbor that would be looking at the 8 -foot fence. He was concerned with the size of the tree canopy. <br />Mr. Fathelbab explained that the applicant is proposing five (5) new trees for the site and there are six (6) <br />existing trees that would remain along the southern property line. He said there would be eleven (11) trees buffering <br />the residents from the new development. Mr. Fathelbab said the applicant is proposing four (4) trees for the <br />development and two (2) existing trees are remaining along the eastern property line. <br />A Commissioner expressed thoughts and concerns regarding fences and tree removal with the consistency <br />of a recent workshop and city initiatives. <br />Mr. Henson asked for a motion to address SPR 19-03, Mr. Hale made a motion that the Planning and <br />Zoning Commission approve the major site plan application SPR 19-03 for 547 Lake Howell Road (Lake Howell <br />Crossing — Townhomes) and the recommendation is based on the findings of fact and conclusions of the staff report <br />dated June 12, 2019, and subject to the six (6) conditions outlined in the staff report, adding an additional condition of <br />approval that a suitable 8' fence would be installed along the east and south property lines adjoining neighboring <br />residences including Attachments A -G. Mr. Bowman seconded the motion. The motion passed unanimously by <br />voice vote. <br />Tenth Item of Business: SPR 19-04: 2610 South U.S. Highway 17-92. A major site plan request to construct a <br />3,800 square foot Sunday school building for an existing place of worship. <br />
