Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />June 12:2019 <br />Page 2 <br />Mr. Bowman stated he attended the June 6, 2019 Development Review Committee meeting and heard <br />agenda items SPR 19-09, Cassel Creek Boulevard Pearl Carwash and SPR 19-10, T -Mobile generator and concrete <br />pad. <br />Fifth Item of Business: SP 19-01: Properties along Red Bug Lake Road - Jefferson Lake Howell (Azul) — Final <br />Plat. A request to replat 11 properties into 1 property generally located south of the intersection of Eagle <br />Circle and Red Bug Lake Road for the Jefferson Lake Howell (Azul) apartment development. <br />Mr. Dean Fathelbab, Planner II, reviewed the information provided in his memorandum dated June 12, 2019 <br />to the City of Casselberry Planning and Zoning Commission. Mr. Fathelbab reviewed Addendum A that was <br />distributed to the Planning and Zoning Commission (a copy is attached and made a part of the minutes). He <br />explained that on June 11, 2019 the City Engineer advised him that an additional comment was added requiring the <br />applicant to dedicate a segment of the sewer system to the City of Casselberry. <br />Mr, Fathelbab said staff requests the Planning and Zoning Commission approve SP 19-01, Jefferson Lake <br />Howell, final plat, and provide a recommendation of approval to the City Commission. He said the recommendation <br />is based upon the revised plat, Attachment B, the findings of fact and conclusions of the staff report dated June 12, <br />2019, and the following three (3) conditions: <br />1. The applicant will be required to submit an updated property information report and plat once the <br />property is deeded to Red Bug Center, LLC, and before the final plat is reviewed and approved by the <br />City Commission. <br />2. The revised plat shall also reflect the new comment from Public Works as reflected in Addendum, A <br />which requires the dedication of a segment of the sewer system, including one manhole. The applicant <br />shall include the dedication of this tract to the City of Casselberry on the revised plat submittal. <br />3. The City Surveyor, City Engineer, Community Development Director, City Clerk, and City Mayor shall <br />execute the signature block prior to recording of the plat. <br />In response to the Commission's question, Mr. Fathelbab stated that the applicant would construct the entire <br />sewer system and would deed a segment of the sewer system to the City of Casselberry. <br />Mr. Henson asked the applicant to come forward. Mr. Erik Halverson, 112 Lake Avenue, Orlando, Florida <br />came forward. In response to the Commission's question, Mr. Halverson said he was in agreement with the <br />conditions of approval outlined in Addendum A. <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, <br />the request. No one came forward. <br />
