Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />July 8, 2020 <br />Page 2 <br />Fourth Item of Business: Disclosure of Ex Parte Communications. <br />No disclosure of Ex Parte Communications was made by the Commissioners. <br />Fifth Item of Business: CU 20.03: 1147 Quintuplet Drive. A conditional use request for an accessory structure <br />greater than 500 square feet at the residential property located at 1147 Quintuplet Drive. <br />Mr. Jonathan Tardif, Planner I, reviewed the information provided in his memorandum dated July 8, 2020 to <br />the City of Casselberry Planning and Zoning Commission. Mr. Tardif said staff recommends approval of case <br />number CU 20-03 with staff's conditions and finds that based upon the staff report and the testimony and evidence <br />presented, the request meets the applicable provisions of the Land Development Code and is consistent with the <br />Comprehensive Plan as per the written findings contained within the staff report. The conditions of approval are as <br />follows: <br />1. The conditional use shall be limited to the location of 1147 Quintuplet Drive. <br />2. The accessory structure shall not be utilized for any commercial activity or home occupation. <br />3. No more than two accessory structures shall be located on the property. <br />4. The accessory structure shall be utilized solely for storage and shall not be converted to a habitable <br />structure. <br />5. No fill should be brought into the floodplain without compensating storage. If fill is brought to the <br />floodplain, an equal or greater amount of cut needs to be created adjacent to the floodplain area. <br />6. The proposed storage structure will need to be anchored/secured to prevent flotation, collapse, or <br />lateral movement. <br />7. Any additions that increase the height or square footage of the accessory structure will require <br />conditional use approval. <br />8. A building permit must be issued within 180 days of approval. All inspections must be approved by the <br />expiration date of the building permit. <br />9. The use shall remain in complete compliance with all City, County, and State requirements. <br />10. All of the above conditions shall be fully and faithfully executed or the conditional use shall become null <br />and void. <br />In response to the Commission's question, Mr. Tardif stated that the City Code does not have any <br />notification requirements for the adjacent property owners because the proposed shed meets the setback <br />requirements. Mr. Henson explained that a variance request requires notification be sent to the adjacent property <br />owners. <br />Mr. Henson asked the applicant to come forward. Mr. Michael Hutchinson, 1147 Quintuplet Drive, <br />Casselberry, Florida came forward. In response to the Commission's question, Mr. Hutchinson said that the <br />proposed shed would be used for storage of a truck, 4 -wheelers and excess building materials. He said that the <br />
