Community Redevelopment Agency Minutes <br />December 9, 2019 <br />Page 2 of 4 <br />Fourth Item of Business: November 18, 2019 Workshop Memo Approval. <br />Ms. Emily Hanna, Development Services Manager, reviewed staffs memo dated December 9, 2019. She <br />said that the CRA held a workshop on November 18, 2019 to discuss projects identified within the CRA <br />Redevelopment Plan. The following is a summary of the workshop: <br />1. Does the CRA continue to pursue the construction of a parking structure? <br />a. The CRA Board directed staff to pursue a surface lot at this time. Additional considerations <br />must be made prior to moving forward with the planning and construction of a parking <br />structure. <br />2. Does the CRA wish to find commercial property for acquisition and aggregation for redevelopment <br />potential? <br />a. The CRA Board directed staff to hold off on this project at this time. If in the future a <br />commercial property becomes available for sale that would meet the intent outlined in the <br />Redevelopment Plan then staff will bring this project forward for their review at that time. <br />3. Does the CRA wish to continue the expansion of Lake Concord Park? <br />a. The CRA Board directed staff to continue working towards the expansion of Lake Concord <br />Park by targeting specific parcels adjacent to the park. <br />4. Are there other projects listed in the Redevelopment Plan that the CRA wishes to achieve? <br />a. The CRA Board directed staff to look into development incentives that could attract new <br />businesses to the district. Additionally, if additional funding exists, staff is directed to look into <br />gateway signs, a potential signal at Lemon Lane (if found necessary), and an events center at <br />Lake Concord Park. <br />Ms. Glancy asked for a motion to approve the workshop memo. Mr. Aramendia made a motion to approve <br />the workshop memo as presented. Mr. Busch seconded the motion. The motion passed unanimously by voice vote. <br />Fifth Item of Business: Review proposed action plan for Parking Lot and acquisition of residential properties <br />for Lake Concord Park expansion. <br />Ms. Emily Hanna, Development Services Manager, reviewed staffs memo dated December 9, 2019. Ms. <br />Hanna reviewed the following action plans for the parking lot expansion project and the acquisition of residential <br />properties for Lake Concord Park: <br />Parking Lot Expansion Project <br />1. Staff will bring a scope of work to the CRA Board for the planning and design of a surface lot located near <br />Lake Concord Park. <br />2. Staff will bring final plans to CRA Board for approval upon completion (90% plan set). <br />3. Staff will pursue demo of the existing building (when able). <br />4. Staff will pursue bids to complete construction of parking lot. Staff will bring scope and bids to CRA Board <br />for approval. <br />5. Staff will continue to provide updates to the CRA Board regarding construction/completion of parking lot. <br />Acquisition of residential Properties for Lake Concord Park <br />1. Staff will work with real estate consultant to begin conversations with property owners of target land for <br />acquisition. <br />2. Staff will bring updates to CRA Board regarding acquisition conversations with property owners. <br />3. If a parcel becomes available, staff will bring the appropriate expenditures and authorizations <br />associated to this project forward to the CRA Board. <br />
