Community Redevelopment Agency Minutes <br />October 28, 2019 <br />Page 2 of 4 <br />In response to the Board's question regarding the status of a pedestrian connection from Sunset Drive to <br />Quail Pond, Dr. Kelly Brock, Deputy Public Works Director/City Engineer stated that the City has the capability to <br />fund the connection but is waiting on State funding. He said he is not sure what fiscal year the State would provide <br />the funding. <br />Dr. Brock explained that the design is about 90% completed and the cost would be about $200,000 - <br />$250,000. He said the State would eventually fund the connection. He estimated that the State would provide 50% <br />of the funds and the City would need to provide the balance. <br />Ms. Glancy expressed a concern that the fountain would not be visible until the pedestrian connection was <br />completed. Mr. Randy Newlon, City Manager, stated that the pedestrian connection was not funded in the current <br />fiscal year. <br />In response to the Board's question, Dr. Brock explained that the fountain would be turned off if there was <br />not an adequate water level. <br />Ms. Glancy asked for a motion for the authorization for the installation of a fountain in Quail Pond. Mr. <br />Aramendia made a motion to approve the funding of the fountain. Mr. Hufford seconded the motion. The motion <br />passed unanimously by voice vote. <br />Fifth Item of Business: Chan Property Update <br />Ms. Emily Hanna, Development Services Manager, reviewed staffs memo dated October 28, 2019 to the <br />Board. Ms. Hanna stated that based on the direction from the CRA, the City Commission directed staff to acquire the <br />Chan property located at 4725 S. Highway 17/92. She explained that the negotiations with the property owner were <br />not well received and the City pursued taking the property via eminent domain. Ms. Hanna said on October 3, 2019 <br />the court awarded the property to the City for $800,175. She explained there is approximately $79,330 remaining <br />from the $1 million that was authorized to acquire the property. She explained litigation would continue until all <br />matters regarding this item are settled and staff did not feel that the $79,330 would be enough to cover those costs. <br />Ms. Hanna requested that the CRA authorize up to an additional $250,000 for negotiation of a final settlement. <br />In response to the Board's question, Mr. Randy Newlon, City Manager, stated that the property's initial <br />appraisal was $723,000. Mr. Newlon explained that the City has filed suit under eminent domain for the acquisition <br />of the property and the City is obligated to pay the attorney fees and the costs of the respondent.
