CASSELBERRY CITY COMMISSION <br />Minutes of September 28, 2020 — Regular Meeting <br />Page 12 of 18 <br />lift stations, inventory control and vehicle maintenance, and due to aging of the buildings, many of which <br />were at least sixty years old, and limited space there was a need to completely renovate the facilities to <br />bring the City into the future and allow for safety and efficiencies in the services provided to the City's <br />residents. He noted that this project had been in the planning stages for many years and the project would <br />be challenging as it would have to be done in phases in order for operations to be continuous during the <br />construction and would take nearly two years to accomplish. He added that due to the age of the buildings <br />many did not meet current standards for electrical and wind loads. He explained that the project was needed <br />so the Public Works Department would be in a position to continue to provide the services that the <br />community already depended on. <br />Budget Impact: The final budget requested for FY 2020-2021 for the City of Casselberry remains at <br />$82,695,700. <br />Recommendation: The City Manager and the Finance Director recommended approval of Resolution 20- <br />3200 adopting the final operating budget for the City of Casselberry for the Fiscal Year 2020-2021 totaling <br />$82,695,700. <br />Public Hearing: Mayor Henson stated this was a public hearing to hear and consider comments and <br />questions regarding Resolution 20-3200, final operating budget for Fiscal Year 2020-2021. Mayor Henson <br />opened the floor for public participation. The following individuals came forward to address Resolution <br />20-3200. <br />1. PIs. Magdalena Mesa, 530 Marigold Road, questioned whether maintenance, replacement <br />and repairs had not been done in the past sixty years, and expressed concerns about the timing <br />of the Public Works compound project and why it was necessary to expend the large amount <br />needed to completely renovate the facility at this time. Mayor Henson and Commissioner <br />Meadows clarified that some but not all of the buildings dated back sixty years and <br />maintenance and repairs had been done, but many were not up to today's standards for <br />electrical and hurricane resistance. <br />2. Ms. Rhonda Ovist, 220 South Embrey Drive, also questioned why the construction of the <br />new Public Works compound was now a priority, noting that many residents had homes from <br />the 50's and were able to keep them updated and livable. She also inquired about the bidding <br />process for the project stating she felt that if the bidding process was available for review it <br />might provide additional helpful information. <br />No one else came forward to address Resolution 20-3200. Mayor Henson closed the public hearing relative <br />to Resolution 20-3200. <br />MOTION: Commissioner Busch moved to approve Resolution 20-3200 establishing a <br />final operating budget for the City of Casselberry totaling $82,695,700 for <br />Fiscal Year 2020-2021, as presented. Motion was seconded by Commissioner <br />Aramendia. Motion carried unanimously by voice vote 5-0. <br />C.
