CASSELBERRY CITY COMMISSION <br />Minutes of September 14, 2020 — Regular Meeting <br />Page 9 of 14 <br />Recommendation: The City Manager and the Finance Director recommended approval of Resolution 20- <br />3195 to adopt and set the tentative millage rate at 2.9990 mills. <br />Public Hearing: Mayor Henson stated this was a public hearing to hear and consider comments and <br />questions regarding Resolution 20-3195, tentative millage rate for Fiscal Year 2020-2021. Mayor Henson <br />opened the floor for public participation. No one came forward to address Resolution 20-3195. Mayor <br />Henson closed the public hearing relative to Resolution 20-3195. <br />MOTION: Commissioner Busch moved to approve Resolution 20-3195 setting the <br />tentative millage rate for Fiscal Year 2020-2021 at 2.9990 mills, as presented. <br />Motion was seconded by Commissioner Hufford. Motion carried <br />unanimously by voice vote 5-0. <br />Mayor Henson announced that the City of Casselberry has adopted a tentative millage rate of 2.9990 mills <br />for Fiscal Year 2020-2021. This rate is 4.58 % higher than the rolled back rate of 2.8676 mills. The City <br />Commission will hold a final public hearing on Monday, September 28, 2020 at 5:30 p.m. in City Hall <br />Commission Chambers located at 95 Triplet Lake Drive. At the conclusion of that hearing the City <br />Commission intends to adopt a final millage rate for Fiscal Year 2020-2021. All interested parties are <br />invited to attend. <br />B. Resolution 20-3196 — Tentative Operating Budget for Fiscal year 2020-2021 <br />Staff Presentation: City Manager Randy Newlon gave an overview of the proposed Tentative Operating <br />Budget for Fiscal Year 2019-2020. Mr. Newlon stated that the tentative budget being proposed for Fiscal <br />Year 2020-2021 is in the amount of $82,695,700 and provided an overview of the proposed increases and <br />decreases in each fund, the projects and proposed expenditures which resulted in the increases and <br />decreases, and additional details as to the proposed revenues and expenditures contained in the proposed <br />tentative budget. <br />The City Clerk read Resolution 20-3196 by title, as follows: <br />"A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, FLORIDA <br />ADOPTING THE TENTATIVE BUDGET FOR THE CITY OF CASSELBERRY FOR THE <br />FISCAL YEAR COMMENCING ON OCTOBER 1, 2020 AND ENDING ON SEPTEMBER 30, <br />2021; PROVIDING FOR CONFLICTS, SEVERABILITY AND PROVIDING FOR AN <br />EFFECTIVE DATE" <br />Notice of Public Hearing: The Notice of Public Hearing relative to the tentative budget for Fiscal Year <br />2020-2021 was provided to all taxpayers of the City of Casselberry by the Seminole County Property <br />Appraiser with the Notice of Proposed Property Taxes mailed to all taxpayers in August 2020, in accordance <br />with Truth In Millage (TRIM) requirements. <br />Budget Impact: The tentative budget requested for FY 2021 for the City of Casselberry is $82,695,700. <br />Recommendation: The City Manager and the Finance Director recommended approval of Resolution 20- <br />3196 to establish a tentative budget for the City of Casselberry totaling $82,695,700 for FY 2021. <br />
