CASSCLBCRRY CITY COMMISSION <br />Minutes of September 14, 2020 — Regular Meeting <br />Page 10 of 14 <br />Public Hearing: Mayor Henson stated this was a public hearing to hear and consider comments and <br />questions regarding Resolution 20-3196, tentative budget for the City of Casselberry for the Fiscal Year <br />commencing on October 1, 2020 and ending on September 30, 2021. Mayor Henson opened the floor for <br />public participation. No one came forward to address Resolution 20-3196. Mayor Henson closed the public <br />hearing relative to Resolution 20-3196 <br />MOTION: Commissioner Busch moved to approve Resolution 20-3196, establishing a <br />tentative budget for the City of Casselberry totaling $82,695,700 for Fiscal <br />Year 2020-2021, as presented. Motion was seconded by Commissioner <br />Aramendia. Motion carried unanimously by voice vote 5-0. <br />Mayor Henson announced that the City of Casselberry has adopted a tentative budget for Fiscal Year 2020- <br />2021. The City Commission will hold a final public hearing on Monday, September 28, 2020 at 5:30 p.m. <br />in City Hall Commission Chambers located at 95 Triplet Lake Drive. At the conclusion of that hearing the <br />City Commission intends to adopt a final budget for Fiscal Year 2020-2021. All interested parties are <br />invited to attend. <br />C. Second Reading of Ordinance 20-1537 Amending Chapter 86 Utilities Article II <br />Sewers of the City Code of Ordinances <br />The City Clerk read Ordinance 20-1537 by title, as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING CHAPTER 86, <br />UTILITIES, ARTICLE II, SEWERS OF THE CITY CODE OF ORDINANCES; PROVIDING FOR <br />CODIFICATION, CONFLICTS, SEVERABILITY AND AN EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing relative to Ordinance 20-1537 was advertised in <br />the Orlando Sentinel on Thursday, September 3, 2020. <br />Staff Presentation: Assistant Public Works Director/Utility Manager Tara Lamoureux stated that <br />Ordinance 20-1537 provides amendment to Chapter 86, Utilities, Article II, Sewers of the City Code of <br />Ordinances to update the City's Industrial Wastewater Pretreatment Program to include new regulations <br />regarding wastewater discharges from dental facilities, specifically those containing dental amalgams, in <br />accordance with the Florida Department of Environmental Protection (FDEP) and Environmental <br />Protection Agency (EPA) requirements. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Public Works Director recommended adoption of Ordinance <br />20-1537 on second and final reading. <br />Public Hearing: Mayor Henson stated this was a public hearing to hear and consider comments and <br />questions regarding Ordinance 20-1537.
