City of Casselberry ( Procurement and Contract Management Division <br />95 Triplet Lake Drive, Casselberry, Florida 32707 <br />Phone: 407-262-7700, Ext. 1142 1 procurement(aD-casselberry. org <br />RFP -2020-0636 COMMERCIAL SOLID WASTE SERVICES AGREEMENT FOR FRONTLOAD <br />DUMPSTER, CART, COMPACTOR AND OTHERWISE PUTRESCIBLE SOLID WASTE <br />8.00 Franchisee's Equipment <br />(a) The Franchisee shall provide an adequate number of vehicles for regular collection <br />services. They shall be kept in good repair, appearance, and in a sanitary condition <br />at all times. Each vehicle shall have the name and local phone number of the <br />Franchisee, vehicle number, and tare weight clearly visible on each side. Letters and <br />numbers must be at least four (4) inches high. <br />(b) The Franchisee shall install, and maintain in good working condition, a method of <br />communication that would allow the driver and/or other collection personnel the <br />means to contact either City emergency personnel directly or other City staff that <br />may summon assistance in the case of an emergency. <br />(c) Franchisee shall certify to the City upon the commencement of the Franchise and <br />each subsequent year the nature and quantity of vehicles and equipment on hand <br />and available for regular collection services and back-up in the event of the <br />breakdown of any primary collection vehicles. <br />(d) The Franchisee shall provide sufficient containers to meet the demand of the <br />commercial waste customer base, to include 96 -gallon roll -carts, and, at a minimum, <br />2-, 4-, 6- and 8 -cubic yard frontloading dumpsters and compactor equipment as <br />needed to service the business community. <br />(e) The Franchisee shall mark each commercial container consistently with the <br />Franchisee's name and account type (Solid Waste or Recycling), in a manner <br />approved by the City to identify its capacity in cubic yardage; i.e., 6yd - 452 would <br />be a six-yard dumpster, container ID number 452. Such markings shall be amended <br />to provide such other information as the City may require, promptly upon receipt of <br />a notice from the City requiring a change of container markings. <br />(f) All vehicles must have operable washout systems for disinfecting commercial <br />service containers. <br />(g) All frontloading vehicles must be equipped with top hopper doors to prevent material <br />from blowing out of the area where the material is placed into the vehicle. <br />(h) All trucks or other vehicles used on the public streets and roads within the City of <br />Casselberry shall be required to conform to all current state motor vehicle <br />requirements. <br />(i) All vehicles shall be subject to, and shall immediately submit to spot, or on the road <br />inspections, and if found to be in noncompliance, said vehicle shall be immediately <br />removed from service until it can be repaired and is successfully reinspected. <br />(j) The use of vehicles failing to conform to all current state motor vehicle requirements <br />may be grounds for termination of the Franchise. <br />9.00 Office <br />The Franchisee shall establish and maintain a local office or such other facilities through <br />which it can be contacted, where service may be applied for, and complaints can be <br />received. It shall be equipped with sufficient telephones, shall have one qualified and <br />responsible person in charge during collection hours, and shall be open during collection <br />hours.
