City of Casselberry I Procurement and Contract Management Division <br />95 Triplet Lake Drive, Casselberry, Florida 32707 <br />Phone: 407-262-7700, Ext. 1142 1 procurem ent(a-casseIberry. org <br />RFP -2020-0636 COMMERCIAL SOLID WASTE SERVICES AGREEMENT FOR OPEN -TOP <br />ROLL -OFF CONTAINERS FOR NON-PUTRESCIBLE SOLID WASTE <br />8.00 Franchisee's Equipment <br />(a) The Franchisee shall provide an adequate number of roll -off trucks for regular <br />collection services. They shall be kept in good repair, appearance, and in a sanitary <br />condition at all times. Each vehicle shall have the name and local phone number of <br />the Franchisee, and vehicle number clearly visible on each side. Letters and <br />numbers must be at least four (4) inches high. <br />(b) The Franchisee shall install, and maintain in good working condition, a method of <br />communication that would allow the driver and/or other collection personnel the <br />means to contact either City emergency personnel directly or other City staff that <br />may summon assistance in the case of an emergency. <br />(c) Franchisee shall certify to the City upon the commencement of the Franchise and <br />each subsequent year the nature and quantity of vehicles and equipment on hand <br />and available for regular collection services and back-up in the event of the <br />breakdown of any primary collection vehicles. <br />(d) The Franchisee shall mark each commercial container consistently with the <br />Franchisee's name and account type (Non-putrescible Trash or Recycling), in a <br />manner approved by the City to identify its capacity in cubic yardage; i.e., 30yd - <br />452 would be a thirty -yard dumpster, container ID number 452. Such markings shall <br />be amended to provide such other information as the City may require, promptly <br />upon receipt of a notice from the City requiring a change of container markings. <br />(e) All roll -off trucks must be equipped with an auto-tarper or the driver must carry <br />adequate tarps to cover loads while hauling to prevent material from blowing out . <br />(f) All trucks used on the public streets and roads within the City of Casselberry shall <br />be required to conform to all current state motor vehicle requirements. <br />(g) All vehicles shall be subject to, and shall immediately submit to spot, or on the road <br />inspections, and if found to be in noncompliance, said vehicle shall be immediately <br />removed from service until it can be repaired and is successfully reinspected. <br />(h) The use of vehicles failing to conform to all current state motor vehicle requirements <br />may be grounds for termination of the Franchise. <br />9.00 Office <br />The Franchisee shall establish and maintain a local office or such other facilities through which it <br />can be contacted, where service may be applied for, and complaints can be received. It shall be <br />equipped with sufficient telephones, shall have one qualified and responsible person in charge <br />during collection hours, and shall be open during collection hours. A method to receive after - <br />hour calls shall be utilized. A local office should also be located within 25 miles of corporate <br />limits of the City, and that office should keep regular business hours to allow customers to <br />contact the Franchisee. <br />(a) The Franchisee shall handle all customer service, service requests, invoicing and <br />collections through its office and staffing. <br />10.00 Hauling <br />The Franchisee shall ensure that all solid waste hauled by the Franchisee shall be <br />contained or enclosed so that leaking, spilling, or blowing are prevented.
