Second Reading of Ordinance 20-1533 — Amending the Official Zoning <br />Designation for Properties Located at 269 Anchor Road & 395 Orange Lane (ZB <br />20-01) <br />The City Clerk read Ordinance 20-1533 by title, as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, TO AMEND THE CITY OF <br />CASSELBERRY OFFICIAL ZONING MAP AS ESTABLISHED IN CHAPTER II, ARTICLE IV, <br />SECTION 2-4.3, UNIFIED LAND DEVELOPMENT REGULATIONS OF THE CITY OF <br />CASSELBERRY, FLORIDA, AS AMENDED AND SUPPLEMENTED; AMENDING THE <br />ZONING CLASSIFICATION FROM OR (OFFICE/RESIDENTIAL) TO CS (COMMERCIAL <br />SERVICE) FOR APPROXIMATELY 0.52 ACRES LOCATED AT THE NORTHEAST CORNER <br />OF THE INTERSECTION OF ANCHOR ROAD AND ORANGE LANE, AS DESCRIBED IN <br />SECTION I OF THIS ORDINANCE; PROVIDING FOR CONFLICTS, SEVERABILITY, AND AN <br />EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing relative to Ordinance 20-1533 was advertised in <br />the Orlando Sentinel on Thursday, May 28, 2020. <br />Staff Presentation: City Manager Pandy Newlon stated that Ordinance 20-1533 (ZB 20-01) amends the <br />official zoning designation for two (2) parcels located at 269 Anchor Road and 395 Orange Lane from OR <br />(Office/Residential) to CS (Commercial Service). Notification was provided to the surrounding property <br />owners within 500 feet on February 25, 2020, and written notices for the Official Zoning Map amendment <br />were posted on the subject properties on February 26, 2020. The Planning and Zoning Commission, serving <br />as the City's Local Planning Agency, voted unanimously at its meeting on March 11, 2020 to recommend <br />approval of the item to the City Commission. The request to amend the Official Zoning Map from OR <br />(Office/Residential) to CS (Commercial Service) for the subject properties is: consistent with the City's <br />Comprehensive Plan and the Commercial Future Land Use Designation; compatible and consistent with <br />the adjacent land uses and zoning districts; and City water and sanitary sewer services are available to the <br />subject property. However, a flow capacity test will be required before increasing demand on the sanitary <br />sewer service. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Community Development Director recommended adoption <br />of Ordinance 20-1533 on second and final reading. <br />Public Hearing: Mayor Glancy stated this was a public hearing to hear and consider comments and <br />questions regarding Ordinance 20-1533. Mayor Glancy opened the floor for public participation. No one <br />came forward to address Ordinance 20-1533. Mayor Glancy closed the public hearing relative to Ordinance <br />20-1533. <br />
