CASSELBERRY CITY COMMISSION <br />Minutes of March 23, 2020 — Regular Meeting <br />Page 7 of 13 <br />"A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, <br />FLORIDA, ACCEPTING THE COMPREHENSIVE ANNUAL FINANCIAL REPORT FOR <br />FISCAL YEAR ENDING SEPTEMBER 30, 2019; PROVIDING FOR CONFLICTS, <br />SEVERABILITY AND AN EFFECTIVE DATE." <br />Staff Presentation: City Manager Randy Newlon presented the Comprehensive Annual Financial Report <br />(CAFR) for Fiscal Year ending September 30, 2019. He advised that the report had been examined by the <br />City's auditors and the auditors had rendered an Unmodified Opinion that the City's financial statements <br />for the Fiscal Year ending September 30, 2019 were in conformity with generally accepted accounting <br />principles (GAAP) and were free of material misstatements, which was the highest level of auditor opinion <br />that could be given in a financial statement audit. He noted that there were no supplemental issues disclosed <br />in the report, no management letter findings and nothing for the City to work on. He commended the <br />Finance Department staff for preparation of the Report and praised all City staff for complying with the <br />rules and procedures during the year which had resulted in the good report from the auditors. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Finance Director recommended approval of Resolution 20- <br />3155. <br />Audience Participation: No one came forward to address Resolution 20-3155. <br />MOTION: Commissioner Busch moved to approve Resolution 20-3155, as presented. <br />Motion was seconded by Vice Mayor Hufford. <br />The City Clerk conducted a roll call vote as follows: <br />Commissioner Aramendia Yes <br />Commissioner Meadows - Yes <br />Commissioner Busch - Yes <br />Vice Mayor Hufford - Yes <br />Mayor Glancy — Yes <br />Motion carried unanimously by roll call voice vote 5-0. <br />B. Resolution 20-3156 — Declaration of a State of Public Emergency <br />The City Clerk read Resolution 20-3156 by title, as follows: <br />"A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY <br />RECOGNIZING THE DECLARATION OF A PUBLIC HEALTH EMERGENCY ISSUED BY <br />THE GOVERNOR OF THE STATE OF FLORIDA, EFFECTIVE THROUGHOUT THE STATE <br />OF FLORIDA INCLUDING SEMINOLE COUNTY AND THE MUNICIPALITIES SITUATED <br />THEREIN; DECLARING A LOCAL STATE OF EMERGENCY FOR THE CITY OF <br />CASSELBERRY; AUTHORIZING THE EXERCISE OF EMERGENCY MANAGEMENT <br />PROCEDURES IN ORDER TO PROTECT THE HEALTH, SAFETY, AND WELFARE OF THE <br />
