CASSELBERRY CITY COMMISSION <br />Minutes of February 26, 2020 — Pre-Budget Planning Workshop <br />Page 7 of 10 <br />"Wheel park — Casselberry"* <br />*Partial State/Federal grant funding awarded <br />Conclusion - Mr. Newlon concluded by advising that staff would be continuing with budget planning for FY <br />2021 and requested that the City Commissioners advise if there were any areas they felt should be addressed <br />that had not been touched upon during the presentations or which needed more emphasis before a proposed <br />budget was brought back for Commission consideration. All the Commissioners expressed approval to staff <br />for the information presented for each department, and as a whole felt the City was in a good position moving <br />into the next budget year. <br />Mr. Newlon announced that the first meeting in March would be cancelled, and the next regular City <br />Commission would be held on March 23rd. <br />Mayor Glancy reminded everyone of the upcoming Jazz Concert on March 21st in Lake Concord Park. <br />Mr. Newlon reminded everyone to vote on March I7th and commended staff on getting information out to the <br />public regarding the proposed parks improvements and the bond referendum. <br />7. REVIEW AND GUIDANCE ON SELECT TOPICS <br />A. Brightwater Property <br />Mr. Newlon reminded the City Commission that it had expressed an interest in acquiring property on which <br />the former Casselberry home known as Brightwater was located, and that the working plan, if acquired, was <br />to potentially use the property for an event center similar to the Cypress Grove venue in Orange County. He <br />and the City's consultant Mr. Steve Triece have been working with the executor and heir of the Casselberry <br />estate, who have been exploring ideas how they would like to see the property developed and have indicated <br />they would like to maintain some level of control on what happens with the property. <br />Mr. Newlon presented the following options presented by the estate representatives, who had indicated a <br />desire to maintain some level of control on what happens to the property: <br />1. Redevelopment of the perimeter of the property by cutting out lots to be sold for residential purposes, <br />leaving the remainder for purchase by the City for its purposes. Mr. Newlon <br />advised he had indicated to the executor and heir that the City would not be interested in this <br />option, as it would not be feasible to have an event venue with residences encroaching on the <br />perimeter of the property. <br />Commissioner Meadows, Commissioner Busch and Vice Mayor Hufford all noted that their recollections of <br />discussions about the property were that City Commission preference would be a purchase with no strings <br />attached and agreed with Mr. Newlon that this would not be a valid option. <br />2. Subdivide the property and leave an entranceway to the home, but somehow define the <br />perimeter land around the house to be purchased by the City for its parks system, leaving the <br />
