The Resolution does provide permission for the City Attorney's Office to file the bond <br />application complaint and conduct the hearing, allowing the City to have confidence that there won't be <br />any challenges as it moves forward with each one of those particular bond issuances. Although the City <br />has not done a bond validation before, Ms. Reischmann and Mr. Newlon felt this process would be best in <br />the event anyone did wish to challenge it, and the City Commission had also expressed a desire that it be <br />handled in this manner. The permission to proceed with the bond application complaint is the last step <br />needed before authorization of each individual bond issuance, and it will set the table for future action. In <br />response to questions from the City Commission, Ms. Reischmann advised that typically the bond <br />application complaint process takes approximately six months but could take longer due to the current <br />situation. She noted that any appeal would not go to the Appellate Court but would go directly to the <br />Supreme Court. In response to additional questions, she confirmed that the Resolution authorized the <br />$24,000,000, but did not say that the City would actually issue the whole amount. Each bond issuance <br />would require several resolutions and would be for a specific parks improvement project and amount that <br />had been authorized by the City Commission. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the City Attorney recommended approval of Resolution 20- <br />3157. <br />Audience Participation: No one came forward to address Resolution 20-3157. <br />MOTION: Commissioner Busch moved to approve Resolution 20-3157, as presented. <br />Motion was seconded by Vice Mayor Hufford. Motion carried unanimously <br />by voice vote 5-0. <br />10. FIRST READING OF ORDINANCES <br />No items were presented for consideration on this agenda. <br />11. Agreement with Dewberry Architects, Inc. for Police Station Design Services <br />Staff Presentation: City Manager Randy Newlon stated that the Agreement with Dewberry Architects, <br />Inc. provides for Police Station design services for the Casselberry Police Department in an amount not to <br />exceed $785,100. (SOQ-2019-0481) In response to questions from the City Commission, Mr. Newlon <br />confirmed that there were sufficient funds budgeted to cover the design of the project, and if at the end of <br />the design phase it appeared that the economic situation was such that it was not feasible to immediately <br />
