ROLL CALL <br />The City Clerk called the roll of Elected Officials and Board Members. All were present with the exception <br />of Board Member Kinsey Lallathin. <br />4. DISCUSSION ITEMS <br />A. Parks Project Development Funding <br />Presentation: City Manager Randy Newlon gave a brief introduction and explained that the purpose of the <br />workshop was to provide information on funding of the proposed parks improvements through a bond <br />referendum, and the potential tax impact to residents and businesses in the City should the referendum be <br />approved by the voters. He expressed hope that this information would be helpful to the board members and <br />City Commissioners as the process moved forward and they were presented with estimated costs for the <br />projects by the City's consultants and asked to consider what improvements would ultimately be included as <br />part of the referendum to be presented to the voters. He then gave a presentation which included the <br />following components. <br />Overview <br />o Six parks selected for further consideration were: <br />■ Lake Concord Park Art House Expansion <br />■ Secret Lake Park <br />■ Dew Drop Park <br />• Sunnytown Park <br />■ Wirz Park <br />■ "Wheel Park" (Northeast Industrial Park) <br />o Strategy for Funding Parks Master Plan Projects <br />Property Tax Discussion <br />Project Funding Discussion <br />Discussion: Discussion ensued relating to funding of the proposed parks improvements which included: <br />process and timing of a bond referendum election; examples of similar bond referendum elections held by <br />other municipalities; taxable property values and potential millage rate for the proposed referendum; effect of <br />homesteaded properties on tax revenues; fluctuations in the economy and property values; potential annual <br />tax impact on residents and businesses; next steps in the process, including determination by consultants of <br />cost estimates for proposed improvements to each of the selected parks and determination of a bond amount <br />to be asked of the voters; estimated time for completion of the proposed projects; concerns about whether <br />there would be interest from an aging community for parks improvements; strategies for communicating <br />information to the citizens regarding the proposed parks improvements and bond issuance to enable them to <br />
