CASSCLBERRY CITY COMMISSION <br />Minutes of February 10, 2020 — Regular Meeting <br />Page 8 of 14 <br />B. Municipal Advisory Committee (Metroplan) Report <br />No report. <br />C. Council of Local Governments in Seminole County (CALNO) Report <br />Commissioner Aramendia reported that the group had met in the City of Oviedo on February 5`i' and the <br />presentation had focused on the importance of simulation within industries in Central Florida. He added <br />that there was also a presentation on the upcoming Census, and each of the members then reported on <br />activities, events and ongoing projects within their respective jurisdictions. He shared that he had broached <br />the subject of enclaves with the membership to see how those are handled in each of the jurisdictions and <br />found that the City of Sanford and some of the other cities have JPA's (Joint Planning Agreements) with <br />Seminole County to address those issues. He suggested that City of Casselberry staff may wish to reach <br />out to the County to see about pursuing that objective again, noting that had been unsuccessful in the past. <br />However, based on comments from Commissioner Constantine and due to changes in leadership at the <br />County level, the time may be right to reach out again to see what can be done. <br />During a brief discussion, the City Commissioners agreed to direct Mr. Newlon to work with staff to do <br />further research on the possibility of advancing that objective, and then possibly draft a letter from the City <br />Commission to the County Commission formalizing the City's request for consideration of a Joint Planning <br />Agreement (JPA) relating to enclaves. <br />D. Leadership Seminole Board Report <br />Mayor Glancy had no report, but Commissioner Busch shared information about the most recent class in <br />which he had participated which was Arts & Culture Day on Friday, February 7th. The class began at the <br />Central Florida Zoo and Botanical Gardens, followed by a project at the Casselberry Art House and a tour <br />of the City's displays of sculpture and artwork, trips to several schools, and ending at the Wayne Densch <br />Performing Arts Center in Sanford. He stated it had been a great day and he had received a lot of positive <br />feedback about the City's arts programs from the class participants. Commissioner Aramendia added that <br />he had received the scores for the class and the Art House project had gotten the highest rating for the day, <br />and the class overall had received higher ratings than last year for Arts and Culture Day. <br />E.
