Not be placed on vacant land, unimproved parcels lots tracts or unused <br />developed property <br />c Not be placed on public property, public rights-of-way, sidewalks <br />access easements, utility easements/corridors/pull boxes/vault covers <br />stormwater facilities/drainage easements, and not cause a visual <br />obstruction to vehicular or pedestrian traffic,• <br />e. Not be placed in landscaped bufferyards or plantingareas• <br />f. Not be placed within adopted building setbacks 50 -feet from residential <br />property lines, 10 -feet from property lines 20 -feet from public rights- <br />of-way lines, drive aisles, parking spaces designated fire lanes/fire <br />hydrants, or designated loading and unloading zones-, and <br />g. Comply with all of the requirements of Section 496 4121 Florida <br />Statutes, as amended from time to time. <br />4. Collection bins must be constructed of metal or other durable material be <br />aesthetic with the surrounding land uses as determined by the City, and not <br />be accessible by anyone other than the entity responsible for retrieval of the <br />contents within the collection bins. Collection of material on the record <br />property owner's site shall be in bulk only. Sorting/processing of material <br />on the record property owner's site is prohibited. <br />5. The collection bins must be serviced or replaced as needed with collection <br />timing to ensure that no overflow of items are outside of the collection bin. <br />6. Any items or materials left outside the collection bin is litter, as defined by <br />the City, and shall be removed within twenty-four24) hours of notification <br />by the City. Failure to remove the litter within forty-eight (48) hours shall <br />result in revocation of a local business tax receipt and the City having the <br />collection bin removed at the record property owner's expense. <br />7. No more than one (1) collection bin is permitted on a legal lot of record <br />SECTION III. Chapter V, Article XXI, Section 5-21.2, Definition of Terms of Part III, <br />Unified Land Development Regulations, of the Code of Ordinances of the City of Casselberry, <br />Florida, is hereby amended by adding the following definitions: <br />Sec. 5-21.2. — Definition of Terms. <br />Collection Bins. Any free-standing container, receptacle or similar device located on <br />property and used to collect donated clothing household items or other goods for resale <br />Property Owner.
