CASSELBERRY CITY COMMISSION <br />Minutes of March 20, 2019 — Joint Workshop <br />Page 7 of 8 <br />both sides of the park and was advised by Mr. Suvongse that the plan called for an additional <br />27 parking spaces; however, one or two of the existing spaces would be lost due to <br />improvements being made for ADA (Americans With Disabilities Act) compliance. <br />Discussion: Discussion ensued amongst the City Commissioners, the Parks and Recreation Advisory Board <br />members, the consultants and staff regarding the various proposed elements of the park, including: whether <br />improvements to the boat ramp and canoe/kayak launch area was for the purposes of launching bigger boats; <br />improvements to accessibility to the boat ramp/launch area for ADA purposes; concerns about removal of <br />softball and baseball fields negatively affecting current league play; planned utilization of the proposed multi- <br />use fields; potential for an additional boat/canoe/kayak launch area; recent refurbishment of existing pavilion; <br />pros and cons of usage of LED (light emitting diode) signage at the site; connectivity; recreation center <br />improvements; potential for larger pavilions to encourage greater usage; programming, improvements and <br />beautification; fishing pier replacement; safety issues and possibility of improvements to the walking trails; <br />popular events held at this location and improvements that would enhance those events; and increased parking <br />needs if there is a larger pavilion and the possibility of further parking enhancements to accommodate those <br />needs. <br />5. CITIZENS' COMMENTS <br />The following individuals came forward: <br />Ms. Jamie Roselius, 470 Lilac Road, stated that she was a member of the Garden District <br />Community Advisory Board and one of Board's suggestions was to allow the voters to vote <br />on funding for each park separately so they could decide on each park on its own merit. She <br />stated she personally was in support of all the park concepts presented, but as a voter would <br />wish to know the overall cost and potential millage prior to being asked to vote on a <br />referendum. <br />Mr. Walt Bagley, 614 Doheny, expressed concern that the proposed Wheel Park was the <br />only one of the six parks being considered for enhancements that included a community <br />garden element. He also expressed support for changing the land use designation for the <br />adjacent property to encourage commercial enterprises which would in turn provide <br />enhanced tax revenues for the City. <br />Mr. Herb Dickens, 252 Bay Street, suggested there should be signage within the Wheel Park <br />stating that helmets are mandatory for ages 16 and under as required by state law, both for <br />safety and liability issues. <br />No one else came forward. <br />Mayor Glancy thanked all who had attended the meeting, including the City Commission, staff, consultants, <br />Parks and Recreation Advisory Board members and those who were in the audience, and announced that the <br />next joint workshop relating to the park enhancements would be held on April l" <br />
