CASSELBERRY CITY COMMISSION <br />Minutes of July 15, 2019 - Special Meeting <br />Page 6 of 11 <br />encourage more usership that are accessed through a connection with Anchor Road; ability to close access <br />at night; lighting of the parking lot to discourage non -recreational activities; use of the existing pond as a <br />buffer from the neighborhoods; and locating community park features on the east side and the soccer and <br />flag football locations on the west side to sort of buffer the community and separate the types of activities. <br />Public Participation (Sunnytown Park): The following individuals came forward to address this item: <br />Ms. Lorrie Sprigg, 226 Normandy Road, voiced concern that field lighting had been included <br />in the original proposed improvements, but it now appeared there was a proposal to delete it. <br />Mr. Joe Perez, 130 Lime Road, expressed concerns about the proposed improvements to the <br />park, especially the access at Anchor Road, noting that at least eighteen of the forty homes in <br />the area had voiced opposition at earlier meetings to the proposed improvements. He also <br />suggested that it would be a cost savings if all the park improvements were included in one bid <br />and the contractors were directed to work together on the projects. <br />No one else came forward. <br />Discussion: A brief discussion ensued regarding the direction that was being sought from the City <br />Commission. Dr. Brock explained that the conceptual plan had been amended based on feedback from the <br />public and direction from the City Commission at earlier workshops, and at this time all that was needed <br />was to know whether the City Commission was in favor of the recommendation from the Parks and <br />Recreation Advisory Board to delete the sports lighting from the proposed improvements for Sunnytown <br />Park. He also clarified that the estimated cost was originally $2.4 million, but if the proposed changes were <br />made it would bring the cost to approximately $2 million or $2.1 million. <br />MOTION: Commissioner Busch moved to approve the recommendation from the Parks <br />and Recreation Advisory Board for Sunnytown Park to delete the sports <br />lighting from the proposed improvements. Motion was seconded by <br />Commissioner Hufford. <br />Discussion: Commissioner Meadows suggested that Sunnytown Park should be moved to the bottom of <br />the priority list due to the opposition voiced by residents in the area to any major improvements to the park. <br />He added that it was obvious some improvements were needed to clean up the park and figure out a way to <br />minimize or eliminate the issues with people using the park for other than recreational purposes, but since <br />there had been negative pushback form residents he felt staff should look into reprogramming the <br />improvements in a way that would satisfy those residents. Mayor Glancy advised that discussions about <br />prioritization should be held until consideration of Item 5.C. on the Agenda. <br />Motion carried unanimously by voice vote 5-0. <br />Mr. Newlon advised that there were actually four more parks being considered for improvements to be <br />funded by the bond referendum and the Parks and Recreation Advisory Board were happy with the concepts <br />for Lake Concord Park/Art House Expansion, Wirz Park and Secret Lake Park, so the only one remaining <br />which had received recommendations from the Board for modification to the conceptual plan was Wheel <br />Park. <br />
