CASSELBERRY CITY COMMISSION <br />Minutes of July 15, 2019 - Special Meeting <br />Page 10 of 11 <br />Audience Participation: The following individuals came forward to address this item: <br />1. Mr. Jene Omens, 691 Brookside Road, Maitland, stated he was the President of the Florida <br />Sculptors' Guild and thanked the City Commissioners and the Parks and Recreation staff for <br />their support of the artist community. <br />2. Mr. Walt Bagley, 614 Doheny Way, suggested dropping the Lake Concord Park/Art House <br />Expansion from the referendum and allowing that project to be funded through the Community <br />Redevelopment District. He also suggested moving Sunnytown Park to the end of the priorities <br />list, noting he felt both of those changes would result in a substantial reduction in the amount <br />needed for the tax referendum. <br />3. Mr. Tim Payne, 4001 W. Danby Court, Winter Springs, provided some suggestions for <br />reducing the cost of the Wheel Park, including elimination of the community garden, the <br />awards plaza and the service building. <br />4. Ms. Colleen Hufford, 527 Queens Mirror Circle, suggested that with some negotiations and <br />creative thinking the cost of the Wheel Park could be reduced, adding that she appreciated the <br />City Commission prioritizing the projects, but would like to see the referendum amount <br />possibly at $22 million rather than $24 million now being considered. <br />5. Mr. Joe Perez, 130 Lime Road, expressed concerns that the proposed plans for Sunnytown Park <br />would make it into "Sunnytown Soccer Field" leaving no room for regular park activities. He <br />stated he would prefer the City Commission just leave it as a place all could use, with one <br />soccer field, a little lighting, better parking on Ballfield Road and no entrance and exit at <br />Anchor Road. <br />6. Mr. Mario (no last name or address given), stated he lived three blocks from Sunnytown Park <br />and played soccer there often for the past four years. He expressed support for all the City's <br />parks projects, noting that he was in favor of the planned soccer fields and lighting at <br />Sunnytown Park which he felt would alleviate some of the illegal activities which sometimes <br />occurred there. <br />No one else came forward. <br />Ms. Reischmann advised that the City Commission would need to entertain a motion to reconsider the <br />previous vote as to the referendum amount to make the record clear, then a motion to set the new referendum <br />amount, and then a motion to set the order of prioritization of the proposed park improvement projects. <br />MOTION: Commissioner Meadows moved to reconsider the previous vote approving <br />$20,000,000 as the amount to submit to voters through a bond referendum for <br />funding of improvements to the six parks recommended by the Parks and <br />Recreation Advisory Board. Motion was seconded by Commissioner Busch. <br />Motion carried unanimously by voice vote 5-0. <br />MOTION: Commissioner Meadows moved to approve setting $24,000,000 as the amount <br />to submit to voters through a bond referendum for funding of improvements to <br />the six parks recommended by the Parks and Recreation Advisory Board. <br />Motion was seconded by Commissioner Busch. Motion carried by voice vote 4- <br />1, Commissioner Hufford dissenting. <br />
