CASSRLBCRRY CITY COMMISSION <br />Minutes of August 26, 2019 — Regular Meeting <br />Page 9 of 20 <br />Staff Presentation: Community Development Director Chris Bowley stated that Ordinance 19-1521 <br />provides for the adoption of the Five -Year Capital Improvement Program (2019-2023) into the Capital <br />Improvements Element of the City's Comprehensive Plan in accordance with mandates set forth in Chapter <br />163, Florida Statutes. The ordinance provides an interim update of the Capital Improvements Element in <br />order to include the amended 2019-2023 Capital Improvement Program. The Planning and Zoning <br />Commission voted unanimously at its meeting on August 14, 2019 to recommend approval of Ordinance <br />19-1521 to the City Commission. <br />Discussion: The 2019-2023 Capital Improvement Program (CIP) was adopted by the City Commission on <br />September 24, 2018 in the FY 2019 Budget and included into the Capital Improvement Element of the <br />City's Comprehensive Plan through Ordinance 18-1501. The City Commission adopted amendments to <br />the Fiscal year 2019-2023 Capital Improvements Program on June 24, 2019 via Resolution 19-3100. The <br />only modification was replacing the $200,000 per year for various park improvements across Fiscal Years <br />2020-2023 with $200,000 designated to specific parks as follows: Wheel Park Phase 1 (FY 2020), Wheel <br />Park Phase 2 (FY 2020), Dew Drop Park (FY 2022) and Sunnytown Park (FY 2023). All other Capital <br />Improvement Program (CIP) projects and funding amounts remain unaltered and the overall CIP total and <br />total amount within each year has not changed. The amendments to the CIP were requested to assist staff <br />with grant application deadlines, as certain grant programs will be scored higher if the subject projects are <br />included in the City's CIP. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Community Development Director recommended approval <br />of Ordinance 19-1521 on first reading. <br />Audience Participation: No one came forward to address Ordinance 19-1521 <br />MOTION: Commissioner Busch moved to approve Ordinance 19-1521 on first reading, <br />as presented. Motion was seconded by Commissioner Meadows. Motion <br />carried unanimously by voice vote 5-0. <br />11. PUBLIC HEARINGS <br />A. Ordinance 19-1517 — Authorizing the Issuance of $1,643,579 in Aggregate <br />Principal Amount of Taxable Sausalito Wall Special Assessment Revenue Bond <br />Series 2019 <br />The City Clerk read Ordinance 19-1517 by title, as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY AUTHORIZING THE ISSUANCE OF <br />NOT TO EXCEED $1,643,579 IN AGGREGATE PRINCIPAL AMOUNT OF THE CITY'S <br />TAXABLE SAUSALITO WALL SPECIAL ASSESSMENT REVENUE BOND, SERIES 2019 IN <br />ORDER TO FINANCE THE DESIGN, CONSTRUCTION AND INSTALLATION OF THE <br />SAUSALITO SUBDIVISION WALL WITHIN THE CITY; PLEDGING CERTAIN SPECIAL <br />ASSESSMENT PROCEEDS TO SECURE THE PAYMENT OF THE PRINCIPAL OF, <br />
