MOTION: Commissioner Busch moved to approve Resolution 19-3117, as presented. Motion was seconded by Commissioner Hufford. Motion carried unanimously by voice vote 5-0. B. Resolution 19-3118 — Adoption of the Healthy Community Complete Streets Policy and Design Guidelines The City Clerk read Resolution 19-3118 by title, as follows: "A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, FLORIDA, APPROVING AND ADOPTING THE CITY OF CASSELBERRY HEALTHY COMMUNITY COMPLETE STREETS POLICY AND DESIGN GUIDELINES; PROVIDING FOR CONFLICTS, SEVERABILITY, AND EFFECTIVE DATE." Staff Presentation: Deputy Public Works Director/City Engineer Kelly Brock stated that Resolution 19- 3118 provides for approval and adoption of the City of Casselberry Healthy Community Complete Streets Policy and Design Guidelines. Budget Impact: There is no impact to the City Budget. Recommendation: The City Manager and the Public Works Director recommended approval of Resolution 19-3118. Audience Participation: No one came forward to address the Commission regarding Resolution 19-3118. MOTION: Vice Mayor Aramendia moved to approve Resolution 19-3118, as presented. Motion was seconded by Commissioner Busch. Motion carried unanimously by voice vote 5-0. 10. FIRST READING OF ORDINANCES A. Ordinance 19-1521 — Adopting the Five -Year Capital Improvement Program into the City's Comprehensive Plan (LPA 19-10) The City Clerk read Ordinance 19-1521 by title, as follows: "AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, TO ADOPT THE FIVE YEAR CAPITAL IMPROVEMENT PROGRAM 2019-2023 AS PART OF THE CITY'S COMPREHENSIVE PLAN IN ACCORDANCE WITH MANDATES SET FORTH IN CHAPTER 163, FLORIDA STATUTES; PROVIDING FOR CONFLICTS, SEVERABILITY, AND AN EFFECTIVE DATE."
