Resolution 19-3116 — Local Agency Program Agreement with Florida Department of Transportation for Casselberry Elementary/Queens Mirror Circle Project "A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, FLORIDA, APPROVING AND AUTHORIZING THE EXECUTION OF A LOCAL AGENCY PROGRAM AGREEMENT WITH THE STATE OF FLORIDA DEPARTMENT OF TRANSPORTATION FOR THE CONSTRUCTION OF CASSELBERRY ELEMENTARY/ QUEENS MIRROR CIRCLE PEDESTRIAN CROSSING IMPROVEMENTS; PROVIDING FOR CONFLICTS, SEVERABILITY, AND EFFECTIVE DATE." Introduction: Resolution 19-3116 provides for approval of a Local Agency Program (LAP) Agreement with the Florida Department of Transportation (FDOT) to construct Project 437479-1-58-01 Casselberry Elementary/Queens Mirror Circle Pedestrian Crossing Improvements (also known as project PW 1605 Queens Mirror Circle Pedestrian Safety Improvements). Budget Impact: There is no Fiscal Year 2019 impact associated with this item. Funds will be budgeted and expended within Fiscal Year 2020, which will be addressed by future agenda item(s) as needed. Recommendation: The City Manager and the Public Works Director recommended approval of Resolution 19-3116. E. Resolution 19-3120 — Contract for Sale and Purchase of 119 Triplet Lake Drive Casselberry, FL and Related Budget Amendment #19-049 "A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, FLORIDA, APPROVING A CONTRACT FOR SALE AND PURCHASE AGREEMENT BETWEEN ROBERT R. BOWEN, HONG BOWEN AND EMMA N. NEINS, AND THE CITY OF CASSELBERRY FOR THE PROPERTY LOCATED AT 119 TRIPLET LAKE DRIVE, CASSELBERRY; PROVIDING FOR CONFLICTS, SEVERABILITY AND AN EFFECTIVE DATE." Introduction: Resolution 19-3120 and related Budget Amendment #19-049 provide for the purchase of 119 Triplet Lake Drive, Casselberry, Florida. Budget Impact: Budget Amendment #19-049 provides the necessary funding for the purchase. The funding source is derived from savings built up in the Police and Community Development Departments due to sustained vacancies in staff positions. Transfers will allocate the budgetary savings to cover the purchase. The overall City budget does not change. BA #19-049 Explanation of Request: This item seeks City Commission approval to provide funding for the purchase of the residential property at 119 Triplet Lake Drive required to further expand the Casselberry LCP (Lake Concord Park) and City Hall campus in the amount of $238,000 (Parcel ID #08-21-30-514-QB00-0040).
