CASSELBERRY CITY COMMISSION <br />Minutes of August 26, 2019 — Regular Meeting <br />Page 12 of 20 <br />Public Hearing: Mayor Glancy stated this was a public hearing to hear and consider comments and <br />questions regarding Ordinance 19-1518. Mayor Glancy opened the floor for public participation. No one <br />came forward to address Ordinance 19-1518. Mayor Glancy closed the public hearing relative to Ordinance <br />19-1518. <br />MOTION: Commissioner Hufford moved to adopt Ordinance 19-1518 on second and <br />final reading, as presented. Motion was seconded by Vice Mayor Aramendia. <br />Motion carried unanimously by voice vote 5-0. <br />C. Resolution 19-3112 — Final Assessment Resolution for Sausalito Assessment Area <br />The City Cleric read Resolution 19-3112 by title, as follows: <br />"A RESOLUTION OF THE CITY COMMISSION OF CASSELBERRY, FLORIDA, RELATING <br />TO THE CONSTRUCTION OF CERTAIN LOCAL IMPROVEMENTS BENEFITTING <br />SPECIFIC PROPERTIES; AMENDING, RATIFYING, AND CONFIRMING THE INITIAL <br />ASSESSMENT RESOLUTION FOR THE SAUSALITO ASSESSMENT AREA; DETERMINING <br />THAT CERTAIN REAL PROPERTY THEREIN IS SPECIALLY BENEFITED BY THE <br />CONSTRUCTION AND FINANCING OF SAUSALITO SHORES SUBDIVISION WALL; <br />APPROVING THE ASSESSMENT ROLL; PROVIDING THE METHOD OF COLLECTION; <br />AND PROVIDING FOR CONFLICTS, SEVERABILITY AND AN EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing relative to Resolution 19-3112 was advertised in <br />the Orlando Sentinel on Sunday, August 4, 2019. <br />Staff Presentation: Deputy Public Works Director/City Engineer Kelly Brock stated that Resolution 19- <br />3112 is the Final Assessment Resolution providing for enactment of a Special Assessment for the Sausalito <br />Assessment Area in order to construct a replacement Sausalito Shores subdivision wall. The City <br />Commission approved the Initial Assessment Resolution at its meeting on July 22, 2019 to consider <br />imposing a special assessment in order to be able to re -construct the wall along Red Bug Lake Road for the <br />Sausalito Shores subdivision. This Final Assessment Resolution memorializes previous findings, ratifies <br />the Initial Assessment Resolution passed by the City Commission, approves the assessment roll, imposes <br />the assessment and directs staff how to collect it. If approved, the resolution will be submitted to the <br />Seminole County Property Appraiser and the Seminole County Tax Collector to be placed on the November <br />2019 tax bill. Dr. Brock gave a summary of the assessment rate which would be $364.39 per year per <br />homeowner for twenty (20) years to cover the cost of the wall that includes the costs associated with <br />financing and interest and which will generate an estimated $2,000,000 over the course of twenty (20) <br />years. Mr. Craig Ebaugh, the expert appraiser hired by the City to conduct a study on the potential benefits <br />of having a uniform well maintained wall along the lots that front or back up to the south side of Red Bug <br />Lake Road in the Sausalito Shores subdivision was present to address any questions as to the justification <br />and fairness of charging each homeowner equal amounts for the wall. <br />Budget Impact: There is no immediate direct Fiscal Year 2018-2019 budget impact due to this item. (A <br />Budget Amendment related to the construction loan/bond and construction of the wall is addressed by a <br />separate, preceding item on this same agenda.) However, enactment of the Special Assessment will <br />generate an estimated $2,033,312 in revenue over 20 years to reimburse the City for costs associated with <br />
