This agreement is a cost-effective way <br />to handle the legal aspects of forfeitures initiated by the Casselberry Police Department, minimize financial <br />risks of litigation, and maximize efficiency by having access to a full-time legal counsel who specializes in <br />law enforcement forfeiture cases. <br />Recommendation: The City Manager and the Police Chief recommended approval of Resolution 19-3110. <br />C. Resolution 19-3111 — Amendment No. 2 to the Drinking Water State Revolving <br />Fund Planning Loan Agreement (SW590330) with the Florida Department of <br />Environmental Protection and Related Budget Amendment #19-046 <br />"A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, <br />FLORIDA, APPROVING AND AUTHORIZING THE EXECUTION OF AMENDMENT NO.2 TO <br />THE STATE REVOLVING FUND LOAN AGREEMENT (DW590330) WITH THE FLORIDA <br />DEPARTMENT OF ENVIRONMENTAL PROTECTION; PROVIDING FOR CONFLICTS, <br />SEVERABILITY, AND EFFECTIVE DATE." <br />Introduction: Resolution 19-3111 and related Budget Amendment 19-046 provide for Amendment No. 2 <br />to the Drinking Water State Revolving Fund Planning Loan Agreement (DW590330) to adjust the <br />remaining loan balance with the Florida Department of Environmental Protection State Revolving Fund <br />Program for smart meter planning to replace existing water meters. <br />Budget Impact: Approval of Resolution 19-3111 for Amendment No. 2 to the Drinking Water State <br />Revolving Fund Planning Loan Agreement (DW590330) and Related Budget Amendment #19-046 will <br />decrease the Grant Proceeds account #401-0000-334.31-01 in the amount of $212,281, decrease <br />Professional Services account #401-0751-536.31-06 in the amount of $201,614, increase Other Debt <br />Service Cost account #401-0190-517.73-00 in the amount of $774, decrease Interest Expense account #401- <br />0190-517.72-48 in the amount of $1,763, and increase Other Non-operating Sources account #401-0000- <br />389.90-00 in the amount of $9,678. <br />BA # 19-046 <br />Explanation of Request: This Budget Amendment seeks City Commission approval to adjust the <br />remaining balance of the Drinking Water State Revolving Loan number DW590330 in accordance with <br />Amendment No. 2 and recognize the interest and loan costs. <br />
