CASSELBERRY CITY COMMISSION <br />Minutes of September 9, 2019 — Regular Meeting <br />Page 1 r of 13 <br />"A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA ADOPTING THE <br />TENTATIVE BUDGET FOR THE CITY OF CASSELBERRY FOR THE FISCAL YEAR <br />COMMENCING ON OCTOBER 1, 2019 AND ENDING ON SEPTEMBER 30,2020; PROVIDING <br />FOR CONFLICTS, SEVERABILITY AND PROVIDING FOR AN EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing relative to the tentative budget for Fiscal Year <br />2019-2020 was provided to all taxpayers of the City of Casselberry by the Seminole County Property <br />Appraiser with the Notice of Proposed Property Taxes ]nailed to all taxpayers in August 2019, in accordance <br />with Truth In Millage (TRIM) requirements. <br />Staff Presentation: City Manager Randy Newlon gave an overview of the proposed Tentative Operating <br />Budget for Fiscal Year 2019-2020 earlier in conjunction with the public hearing for the proposed Tentative <br />Millage Rate for Fiscal Year 2019-2020. <br />Mr. Newlon recognized Finance Department and other City staff who had contributed to preparation of the <br />tentative budget for Fiscal Year 2019-2020. <br />Budget Impact: The tentative budget requested for FY 2020 for the City of Casselberry is $73,109,335. <br />Recommendation: The City Manager and the Finance Director recommended approval of Resolution 19- <br />3124 to establish a Tentative Budget for the City of Casselberry totaling $73,109,335 for FY 2020. <br />Public Hearing: Mayor Glancy stated this was a public hearing to hear and consider comments and <br />questions regarding Resolution 19-3124. No one came forward to address Resolution 19-3124. Mayor <br />Glancy closed the public hearing relative to Resolution 19-3124. <br />MOTION: Commissioner Busch moved to approve Resolution 19-3124, establishing a <br />tentative budget for the City of Casselberry totaling $73,109,335 for FY 2019- <br />2020, as presented. Motion was seconded by Vice Mayor Aramendia. Motion <br />carried unanimously by voice vote 4-0. <br />12. OTHER ITEMS <br />A. Parks Bond Referendum Election Date Discussion <br />Staff Presentation: City Clerk Donna Gardner stated that the City Commission, at its meeting on Judy 15, <br />2019, had given guidance to staff and agreed to move forward with a general bond referendum for <br />improvements for the identified six parks in the amount of $24,000,000. The next step in the process is <br />selection of a referendum date and Ms. Gardner proposed that what would be the most cost effective and <br />would make the most sense logistically for the City would be to piggyback with the Presidential Primary <br />Election to be held March 17, 2020. She gave a brief overview about what voter turnout for the City had <br />been historically; the costs which would be involved in piggybacking the March 1711, election, including <br />printing of ballots, postcard notices, and Spanish translation of ballots and all information provided to <br />registered voters as required by law; and the significant additional costs that would be incurred should the <br />City opt for a stand-alone election.
