CASSELBERRY CITY COMMISSION <br />Minutes of September 1, 2019— Special Meeting <br />Page 2 of 6 <br />4. HURRICANE DORIAN STATUS REPORT <br />City Manager Randy Newlon gave a report on the status of Hurricane Dorian and the City's preparations <br />for potential impact of the storm on the City which included the following: <br />- Hurricane Dorian is currently a Category 5 Hurricane hovering just north of the <br />Bahamas; has been very slow-moving; has grown to an immense size; and is projected to <br />approach the east coast of Florida by Tuesday morning and then take a turn north <br />traveling along the Florida coast for an estimated 36 howl, potentially all day Tuesday, <br />Tuesday night and into Wednesday morning. <br />The projected track is still well off the coast; however, the City of Casselberry remains <br />within the cone of uncertainty and will most likely be impacted by at least tropical storm <br />force winds, if not hurricane force winds. <br />City staff has taken a proactive approach and is prepared for the worst, having taken <br />measures to get all city facilities, parks and buildings, drains and storm structures, and <br />water bodies ready in the event of a major rain and/or wind event, including lowering of <br />the weir to reduce the water level in Lake Kathryn, and advance deployment of a pump at <br />Lotus Lake which has experienced flooding issues during previous storm events. <br />The City Manager will declare an emergency as of 6:00 p.m. today, Sunday, September <br />Ist, with full activation and staffing of the Emergency Operations Center (EOC) located <br />at the Police Department taking effect at 6:00 p.m. on Monday, September 2nd. <br />Police patrols will be doubled in advance of and immediately following the storm to try <br />and ensure that no opportunistic crime occurs, and in order to report traffic signal <br />outages and roadway blockages due to debris. Generators will be deployed to restore <br />power to traffic signals as needed, and public works personnel will work to push debris <br />blocking roadways onto the rights-of-way. <br />Emergency generators have been deployed in advance to targeted lift stations, and as part <br />of a new and innovative approach to lift station power outages will be hard -wired into <br />the system in advance of the storm to try and minimize gaps in power at the lift stations. <br />Designated staff have been placed on call and will report to work as soon as it is safe in <br />order to continue manning the EOC, to assess damage and take photographs of damage <br />and debris as required by FEMA, and to remove debris, clear any structures which have <br />been blocked, and to address any breaches in the utility system. <br />In anticipation of the storm, an announcement had already been made that City will be <br />closing its facilities, including City Hall, recreation facilities, and any others that the <br />public might access on Tuesday, September 3'd; however, due to the slow speed of the <br />storm and the fact that impacts of the storm may be felt well into Wednesday, September <br />4t1i before it passes the area, the City Manager is ordering that City facilities also be <br />closed on Wednesday, September 41". <br />- The City is in good contact with other managers and the County, and staff are as <br />prepared as they can be in the event the storm does not stay as far offshore as hoped. <br />
