CASSELBERRY CITY COMMISSION <br />Minutes of July 22, 2019 — Regular Meeting <br />Page 9 of 20 <br />"A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, <br />FLORIDA, RELATING TO THE CONSTRUCTION OF CERTAIN LOCAL IMPROVEMENTS <br />BENEFITTING SPECIFIC PROPERTIES; DESCRIBING THE PROPERTY TO BE LOCATED <br />WITHIN THE PROPOSED SAUSALITO ASSESSMENT AREA; DETERMINING THE <br />ESTIMATED CAPITAL COST OF THE SAUSALITO SHORES SUBDIVISION WALL; <br />DETERMINING THAT CERTAIN REAL PROPERTY WILL BE SPECIALLY BENEFITTED BY <br />THE SAUSALITO SHORES SUBDIVISION WALL; ESTABLISHING THE METHOD OF <br />ASSESSING CAPITAL COSTS OF THE SAUSALITO SHORES SUBDIVISION WALL AGAINST <br />THE REAL PROPERTY THAT WILL BE SPECIALLY BENEFITTED THEREBY; DIRECTING <br />THE CITY MANAGER TO PREPARE AN INITIAL ASSESSMENT ROLL BASED UPON THE <br />METHODOLOGY SET FORTH HEREIN, TO PUBLISH NOTICE OF THE PUBLIC HEARING <br />TO ADOPT THE FINAL ASSESSMENT RESOLUTION AND ASSESSMENT ROLL, AND TO <br />MAIL NOTICE; AUTHORIZING THE DATE, TIME AND PLACE OF THE PUBLIC HEARING <br />TO CONSIDER ADOPTION OF THE FINAL ASSESSMENT ROLL; PROVIDING FOR <br />SEVERABILITY; AND PROVIDING AN EFFECTIVE DATE." <br />Staff Presentation: Deputy Public Works Director/City Engineer Kelly Brock stated that Resolution 19- <br />3107 is the Initial Assessment Resolution providing for necessary processes for enactment of a Special <br />Assessment for the Sausalito Assessment Area in order to construct a replacement Sausalito Shores <br />Subdivision Wall. Resolution 19-3107, the Initial Assessment Resolution, is the first of two resolutions <br />necessary to enact the Special Assessment to replace the Sausalito Shores Subdivision Wall and addresses <br />the following: 1) describing the property within the Sausalito Assessment Area; 2) providing estimated <br />capital cost of the project; 3) determining property will be specially benefitted; 4) establishing assessment <br />method; 5) directing preparation of an Initial Assessment Roll; 6) directing publishing of Notice of Public <br />Hearing for the Final Assessment Resolution; and 7) authorizing the date, time, and place of the Public <br />Hearing. <br />Budget Impact: There is no immediate budget impact associated with this item. However, once the <br />Special Assessment is enacted, it is estimated it will generate $2,033,312 in revenue over 20 years to <br />reimburse the City for costs associated with replacement of the Sausalito Shores Subdivision Wall, <br />including interest associated with a proposed construction loan/bond. <br />Recommendation: The City Manager and the Public Works Director recommended approval of <br />Resolution 19-3107. <br />Audience Participation: No one came forward to address Resolution 19-3107. <br />MOTION: Commissioner Busch moved to approve Resolution 19-3107, as presented. <br />Motion was seconded by Commissioner Meadows. Motion carried <br />unanimously by voice vote 5-0. <br />B.
