CASSELBERRY CITY COMMISSION <br />Minutes of July 22, 2019 — Regular Meeting <br />Page 10 of 20 <br />"A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, PROVIDING FINDINGS <br />REGARDING THE PUBLIC PURPOSE OF FINANCING THE DESIGN AND CONSTRUCTION <br />OF THE SAUSALITO SHORES SUBDIVISION WALL; PROVIDING FOR CONFLICTS, <br />SEVERABILITY, AND AN EFFECTIVE DATE." <br />Staff Presentation: Deputy Public Works Director/City Engineer Kelly Brock stated that Resolution 19- <br />3108 provides for memorializing various findings regarding the Sausalito Shores Subdivision wall and the <br />public purpose for financing the design and construction of the project, including: the condition of the <br />neighborhood border along Red Bug Lake Road; the history of the request for assistance from the Sausalito <br />Shores neighborhood; the benefit of the proposed replacement Sausalito Shores Subdivision wall; <br />affirmation that the endeavor is a proper public purpose that will achieve important City objectives; <br />confirmation of the commitment of the Homeowners Association to maintain and insure the wall once it is <br />completed; and confirmation that the City is contemplating imposition of a Special Assessment to cover <br />annual debt service to fund design and construction of the wall. <br />Budget Impact: There is no budget impact directly associated with this item. (Budget for the related <br />project will be addressed as needed on a future Agenda.) <br />Recommendation: The City Manager and the Public Works Director recommended approval of <br />Resolution 19-3108. <br />Audience Participation: The following individual came forward to address Resolution 19-3108: <br />Mr. Roy Duhaney, 309 San Tomas Drive, inquired where he could go to sign up for the wall. <br />Mayor Glancy advised Mr. Duhaney that staff could address his questions outside of the <br />meeting. <br />No one else came forward to address Resolution 19-3108. <br />MOTION: Commissioner Hufford moved to approve Resolution 19-3108, as presented. <br />Motion was seconded by Vice Mayor Aramendia. Motion carried <br />unanimously by voice vote 5-0. <br />10. FIRST READING OF ORDINANCES <br />A. Ordinance 19-1517 — Issuance of Taxable Sausalito Wall Special Assessment <br />Revenue Bond, Series 2019 <br />The City Clerk read Ordinance 19-1517 by title, as follows: <br />"AN ORDINANCE AUTHORIZING THE ISSUANCE OF NOT TO EXCEED $1,800,000 IN <br />AGGREGATE PRINCIPAL AMOUNT OF THE CITY'S TAXABLE SAUSALITO WALL <br />SPECIAL ASSESSMENT REVENUE BOND, SERIES 2019 IN ORDER TO FINANCE THE <br />DESIGN, CONSTRUCTION AND INSTALLATION OF THE SAUSALITO SUBDIVISION WALL <br />
