Introduction <br />The City of Casselberry's Strategic Plan is a dynamic plan that changes and adapts to reflect the needs <br />and desires of the community. The goals and objectives represent the outcome of discussions by the <br />City Commission for the City's Strategic Plan. The Commissioners will continue to review these goals <br />and objectives as they strive to promote Casselberry as a highly desired place to live, raise a family, and <br />do business. From the results of the discussions, the City Commission formulated those desired <br />outcomes into both global and specific goals: Safety, Efficient and Effective Government Operations, <br />Strong Local Economy, Sustainable and Livable Neighborhoods, Increased Mobility and Clean, Safe, <br />and Efficient Public Utilities and Facilities. <br />The City of Casselberry's Five Year Goals are guided by its Mission and Vision Statement, which are <br />founded on the basic values that guide all of its actions and reflect what is expected from City employees <br />and elected officials. The goals are comprehensive and formulated to support the long term vision of <br />Casselberry. They are expressed through a series of specific objectives. <br />The strategic plan helps identify where Commissioners wants the City to be at some point in the future <br />and defines how it is going to get there. By setting objectives to achieve those goals, a roadmap is <br />created to provide the employees with a unified approach to achieve the Mission and Vision Statement. <br />Strategic planning also assists the City Commissioners in allocating resources to pursue the goals and <br />objectives. These resources include operating funds, capital assets and human resources. While each <br />of the various components of a strategic plan is essential to its success, proper resource allocation is an <br />important element to effectively achieve the vision of the City Commission. <br />Progress has been made in the last several years in achieving the five year goals. Millage rates have <br />been reduced, due to the County taking over the City's fire service, while providing the same efficient, <br />effective services to the citizens and businesses of Casselberry. The City continues to be a safe, family <br />friendly community through effective public safety services. Recreational and transportation <br />opportunities have increased through construction of multi-purpose trails, largely funded through grants. <br />Water quality improvements have been achieved through installation of a granular activated carbon <br />filtration system. The City continues to define its brand that will help distinguish Casselberry from other <br />Central Florida communities. Many cultural events are held free of charge to the community. Road <br />rehabilitation and tree planting are transforming the community one street at a time. The City sustains a <br />consistent workforce through providing competitive wages to highly qualified employees. A consistent <br />work force is also achieved through a supportive work environment which in turn creates high employee <br />morale. While progress has been made toward the five year strategic plan, staff works closely together <br />to implement the short-term goals and objectives of the City Commission. <br />page 4 <br />
