image of official city seal <br />City Goals and Objectives for Performance Management <br />Introduction <br />The City of Casselberry's Strategic Plan is a dynamic plan that will change over time and adapt to reflect <br />the needs and desires of the community. The following represents the outcome of discussions by the <br />City Commission of the City's Strategic Plan. The City will continue to review these goals and objectives <br />as it strives to promote Casselberry as a highly desired place to live, raise a family, and do business. <br />The discussion coalesced around several focal points that reflect what has made Casselberry a quality <br />City and what has positioned the City to continue its prosperity into the next five years. From the results <br />of the discussions, the City Commission formulated those desired outcomes into both global and specific <br />goals: Public Safety (The Safest City in Seminole County), Efficient and Effective Government <br />Operations, Strong Local Economy, Sustainable and Livable Neighborhoods, Increased Mobility and <br />Clean, Safe, and Efficient Public Utilities and Facilities. <br />The City of Casselberry's Five Year Goals are guided by its Mission and Vision Statement, which are <br />founded on the basic values that guide all of its actions and reflect what is expected from City employees <br />and elected officials. The goals are comprehensive and formulated to support the long-term vision of <br />Casselberry. They are expressed through a series of specific objectives. <br />Strategic planning helps an organization identify where it wants to be at some point in the future and how <br />it is going to get there. By setting goals and strategies to achieve those objectives, a roadmap is created <br />to guide the employees, as a team, on the pathway to the ultimate vision. Strategic planning also helps <br />the City make decisions in allocating its resources to pursue its goals. These resources include its <br />operating funds, capital assets and even human resources. While each of the various components of a <br />strategic plan is essential to its success, proper resource allocation is an increasingly important element <br />in today's challenging economic environment. <br />Each department director sets the departmental goals and objectives which align with the City's Five <br />Year Goals. Information for the City Manager's quarterly report to the City Commission is provided by the <br />Department Directors, demonstrating each department's progress toward meeting the goals and <br />objectives. <br />Progress has been made during Fiscal Year 2014 by taking initial steps to work toward the larger goals. Millage <br />was maintained at a consistent rate in Fiscal Year 2014 and remains the same in Fiscal Year 2015. Clean audit opinions <br />have been achieved and diligence in proper documentation, reporting and strong internal controls will <br />ensure that this continues. The police and fire departments continue with their efforts at proactive <br />prevention and community involvement. Employee morale is high and continues to remain so, creating <br />continuity in the workforce. <br />Cultural events abound throughout the year often highlighting the City's gem, Lake Concord Park. <br />Efforts to ensure that the City's many lakes are clean and maintain good water quality have begun <br />through different water treatments to rid the water of unwanted nutrients. Code Compliance efforts have <br />begun to transform the appearance of the City's business corridor and neighborhood streets. These <br />Page 4
