(C) The City Commission enacted the Ordinance to authorize, and provide a process for, the <br />imposition and collection of special assessments, sometimes referred to as non -ad valorem assessments, to <br />fund the costs of capital improvements and municipal services which provide a special benefit to the real <br />property subject to the special assessment. <br />(D) In accordance therewith, the City Commission desires to create the Sausalito Assessment <br />Area to fund the Project Cost of the Sausalito Shores Subdivision Wall. The Sausalito Shores Subdivision <br />Wall constitutes a Local Improvement as defined in the Ordinance. <br />(E) Construction of the Sausalito Shores Subdivision Wall will serve to maintain the high <br />quality of residential neighborhoods within the City, thereby promoting economic stability, an exceptional <br />quality of life, and community serenity and security. <br />(F) The City Commission hereby determines that development of the Sausalito Shores <br />Subdivision Wall is a proper public purpose that will achieve important City objectives including but not <br />limited to stimulating economic development within the City, enhancing aesthetics for the Red Bug Lake <br />Road corridor, improving safety for the traveling public, increasing the property value and marketability of <br />Assessed Parcels, increasing the City's tax base, and decreasing noise and light intrusion for surrounding <br />property owners and the traveling public. <br />(G) The Sausalito Shores Subdivision Wall will provide a special benefit to all Platted Lots <br />located within the Sausalito Assessment Area by improving and enhancing the exterior subdivision <br />boundaries, the subdivision identity and the subdivision aesthetics, reducing noise, increasing security, and <br />increasing marketability, thus enhancing the value, use and enjoyment of the Sausalito Assessment Area. <br />Undevelopable Tracts will not derive a special benefit from construction of the Sausalito Shores Subdivision <br />Wall. <br />(H) The City Commission has reviewed the Assessment Report, a copy of which is on file in <br />the office of the City Manager and incorporated herein by reference. According to the Assessment Report, <br />each Platted Lot within the Sausalito Assessment Area will derive an equal benefit from the construction of <br />the Sausalito Shores Subdivision Wall.
