The annualized franchise fee amount of <br />$368,000 shown in the table is very close to the $361,428 in actual franchise revenue recorded <br />in City financial records. Although the list was <br />reasonably accurate (over 80 percent), it is difficult for the City to remain abreast of service <br />level changes for so many businesses without dedicated staff. Variances included businesses <br />on the City list not being on any of the haulers' lists and vice versa, as well as different <br />container sizes and frequencies currently being serviced than were on the City's last inventory. <br />It is reasonable to believe that some locations are being assessed franchise fees that are outside <br />of the City limits. A consolidated system would provide better control over this occurring. <br />♦ Service Level Summary — Table 3 summarizes the container types, sizes, and collection <br />frequencies in service as reported by the ten authorized franchisees. <br />Z Commercial collection service levels do not typically fluctuate significantly in CasselbeiTy and therefore one <br />month was deemed sufficient for purposes of a detailed analysis. <br />
