City of Casselberry <br />May 9, 2019 <br />Page 2 of 12 <br />average weekday, five or six different hauling companies may drive the same City streets <br />serving customers. <br />♦ Current System Administration - City staff have estimated that 30 hours per month are <br />currently spent on the administration, accounting, in -field monitoring of collection services, <br />and general oversight of the non-exclusive franchise system with 10 franchisees. As noted <br />previously, there is no dedicated City staff person to complete the regular reporting and field <br />monitoring of the system. MSW Consultants confirms that the current arrangement places an <br />unrealistic level of effort on too few staff to fully manage and administer the non-exclusive <br />franchise system. <br />♦ Impact of Exclusive Frontload Collection - A consolidated commercial collection system <br />would reduce heavy truck traffic significantly. As shown in Table ES -1, the 35 routes needed <br />to service the City each week would be reduced to ten routes if routed efficiently by a single, <br />exclusive hauler. Consequently, if the City converted roll -off collection to an <br />exclusive provider, there would be no decrease to the number of trips associated with roll -off <br />and compactor collection. However, by including the roll-off/compactor provision as part of <br />an exclusive franchise, enforcement of illegal hauling would become significantly simpler, as <br />would the monthly accounting of franchise fee payments and hauler reports. <br />♦ Franchise Fee Revenue Considerations - The city received $361,000 in franchise fee revenue <br />in 2018. Based on pricing in other recent Central Florida competitive procurements, MSW <br />Consultants believes that the fees charged to businesses would decrease if the City were to <br />consolidate commercial collection under a similar framework as its non-exclusive system. <br />While it is not possible to predict rate changes to individual businesses, on average it is likely <br />that price reductions could reach 15 percent or more.
