Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />April 10, 2019 <br />Page 2 <br />Fourth Item of Business: Disclosure of Ex Parte Communications. <br />No disclosure of Ex Parte Communications was made by the Commissioners. <br />Fifth Item of Business: LPA 19-06: Small -Scale Future Land Use Map Amendment. A request to amend the <br />Future Land Use Map designation from Major Thoroughfare Mixed -Use to Commercial for multiple parcels <br />located on the southeast corner of State Road 436 and Oxford Road. <br />Ms. Christina Hyson, Planner I, reviewed the information provided in her memorandum dated April 10, 2019, <br />and a PowerPoint presentation to the City of Casselberry Planning and Zoning Commission (a copy of the <br />PowerPoint presentation is attached and made a part of the minutes). Ms. Hyson said staff recommends that the <br />Planning and Zoning Commission provide a recommendation of denial to the City Commission for LPA 19-06 to <br />amend the Future Land Use designation from Major Thoroughfare Mixed -Use to Commercial for the subject property <br />located at the southeast corner of Oxford Road and State Road 436. She said staffs recommendation is based on <br />the findings of fact and conclusions of the staff report dated April 10, 2019, and the following findings regarding the <br />proposed change to the Future Land Use Map: <br />1. The requested amendment to the Future Land Use Map is not consistent with Policy FLU 1.5, Policy <br />FLU 1.22, Policy FLU 8.2, Objective FLU 12, Policy FLU 12.1, Policy FLU 13.1, Policy HC 1.1A, and <br />Policy HC 5.1 C of the City's Comprehensive Plan; and <br />2. The requested amendment to the Future Land Use Map is not consistent with the City's proposed <br />Oxford Park Overlay District. <br />In response to the Commission's question, Ms. Hyson explained that the old gas station parcel is not within <br />the Community Redevelopment Agency (CRA) or the Community Redevelopment District (CRD). She said that the <br />SunTrust parcel is located within the CRA but not within the CRD, which means it does not have to adhere to the <br />Urban Design Standards. <br />In response to the Commission's question, Ms. Hyson explained if the proposed Oxford Park Overlay <br />District (OPOD) standards are approved it would dictate the standards for the property otherwise it would be dictated <br />by the zoning classification. <br />In response to the Commission's question, Ms. Hanna, Development Services Manager, explained that a <br />conditional use is required for a gas station located within the Seminole County Oxford Place Overlay. A brief <br />discussion ensued regarding the future land use designation for Seminole County and the expired conditional use for <br />the old gas station. <br />
