CASSCLSCRRY CITY COMMISSION <br />Minutes of May 13, 2019 — Regular Meeting <br />Page 14 of 19 <br />Staff Presentation: Development Services Manager Emily Hanna stated that adoption of Ordinance 19- <br />1511 would create Section 2-7.34, the Oxford Park Overlay District Standards; amend Section 2-4.3, the <br />Official Zoning Map to establish the Overlay District; and amend Section 5-21.2, Definition of Terms to <br />define terms as they relate to the new district. She then gave a brief overview of the timeline of events <br />leading up to the City Commission's consideration of adoption of Ordinance 19-1511 on second and final <br />reading at tonight's meeting. Ordinance 19-1511 was approved on first reading at the regular City <br />Commission of April 8, 2019. Minor changes have been made to the ordinance since first reading which <br />included addition of some terms such as accessible and architecture, amending some of the uses to match <br />the definitions within the City Code, and other minor tweaks based on the City Attorney's feedback, and <br />those changes were noted in the agenda packet. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Community Development Director recommended adoption <br />of Ordinance 19-1511 on second and final reading. <br />Public Hearing: Mayor Glancy stated this was a public hearing to hear and consider comments and <br />questions regarding Ordinance 19-1511. Mayor Glancy opened the floor for public participation. No one <br />came forward to address Ordinance 19-1511. Mayor Glancy closed the public hearing relative to Ordinance <br />19-1511. <br />MOTION: Commissioner Busch moved to adopt Ordinance 19-1511 on second and final <br />reading, as presented. Motion was seconded by Commissioner Hufford. <br />Motion carried unanimously by voice vote 5-0. <br />12. OTHER ITEMS <br />A. Award of SOQ-2018-0382 and Agreement with Bentley Architects + Engineers <br />Inc. for Design Services for Public Works Department Complex and Related <br />Budget Amendment #19-040 <br />Staff Presentation: Public Works Director Mark Gisclar stated that approval of the award of SOQ-2018- <br />0382 and an Agreement with Bentley Architects + Engineers, Inc., and related Budget Amendment #19- <br />040, which together provide for design services for the Public Works Department Complex in the amount <br />of $758,537.93 is requested. He introduced Mr. Gary Cranston, Vice President of Bentley Architects + <br />Engineers, Inc. who was present at the meeting to address questions, if necessary. In response to questions <br />from the City Commission, Mr. Gisclar confirmed that the project was for the purpose of completely <br />rebuilding the Public Works facility on Irl' Street which had originally been built in the 1970's. <br />Discussion: A brief discussion ensued during which Mr. Gisclar and Mr. Cranston answered questions <br />relating to the bidding and negotiations processes, potential cost of having a construction manager at risk <br />for the project, and approximate timeframe for determination of the maximum guaranteed price (GMP) for <br />the project. <br />
