Approval Aauthority means Florida Department of Environmental Protection (FDEP) <br />Approved means an acceptance by the Director of Public Works as meeting or complying with <br />applicable requirements or specifications as set forth cited in this Article; or suitable for the <br />proposed use or application. <br />Authorized City Personnel means individuals or designees that have been authorized or approved <br />by the City to perform specific tasks or to execute certain job descriptions or scope of services. <br />Authorized Representative of the User means: <br />(1) If the Uuser is a corporation: <br />a. The president, secretary, treasurer, or a vice-president of the corporation in charge <br />of a principal business function, or any other person who performs similar policy <br />or decision-making functions for the corporation; or <br />b. The manager or representative of one or more manufacturing, production or <br />operation facilities employing more than 250 persons or having gross annual sales <br />or expenditures exceeding $25,000,000.00, if authority to sign documents has been <br />assigned or delegated to the manager or representative in accordance with <br />corporate procedures. <br />(2) If the Uuser is a partnership or sole proprietorship: a general partner or proprietor, <br />respectively. <br />(3) If the Uuser is a Federal, State, or local governmental facility: a director or highest <br />official appointed or designated to oversee the operation and performance of the activities <br />of the government facility, or their designee. <br />(4) The individuals described in paragraphs (1) through (3) a. and b. above, may designate <br />another authorized representative if the authorization is in writing, the authorization <br />specifies the individual or position responsible for the overall operation of the facility <br />from which the discharge originates or having overall responsibility for environmental <br />matters for the company, and the written authorization is submitted to the Director of <br />Public Works. <br />Baseline Monitoring Report(BMR) means a report submitted by Categorical Industrial Users <br />categorical industrial users within one hundred q hty (180) days after the effective date of a <br />categorical standard which indicates the compliance status of the Uuser with the applicable <br />categorical standards as set forth in 40 CFR §403.12 (b) and adopted by reference in Chapter 62- <br />625, F.A.C. <br />Best Management Practice (BMP) means schedules of activities, prohibitions or practices, <br />maintenance procedures, and other management practices to implement the prohibitions set forth <br />in 40 CFR §403.50(1) and (b) and this Article and to achieve source control or to prevent <br />pollution by eliminating or reducing the level of pollutants present in the discharges from the <br />User.
