Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />March 13, 2019 <br />Page 2 <br />Fifth Item of Business: Disclosure of Ex Parte Communications. <br />No disclosure of Ex Parte Communications was made by the Commissioners. <br />Sixth Item of Business: CU 19.06: 2610 S. U.S. Highway 17.92. A conditional use request for a Place of <br />Worship at 2610 S. U.S. Highway 17-92. <br />Mr. Jonathan Tardif, Planning Tech, reviewed the information provided in his memorandum dated March 13, <br />2019 to the City of Casselberry Planning and Zoning Commission. Mr. Tardif said staff recommends the Planning <br />and Zoning Commission approve CU 19-06 to allow a place of worship at 2610 S. U.S. Highway 17-92. He said <br />staffs recommendation is based on the findings of fact and conclusions of the staff report dated March 13, 2019, and <br />the following conditions: <br />1. The conditional use shall be limited to the location of 2610 S. U.S. Highway 17-92. <br />2. There shall be no outside display or storage of goods, materials, services, or vehicles. <br />3. The use shall remain in complete compliance with all City, County, and State requirements. <br />4. A new conditional use application shall be required if the use should cease for more than 90 days. <br />5. Any expansion of religious activities on the property will not require additional conditional use approval. <br />6. All of the above conditions shall be fully and faithfully executed or the conditional use shall become null <br />and void. <br />In response to the Commission's question, Mr. Tardif said that the Development Review Committee would <br />review the parking requirements during the site plan review process. <br />Mr. Henson asked the applicant to come forward. The applicant was not present at the meeting. <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, <br />the request. No one came forward. <br />Mr. Henson asked for a motion to address CU 19-06. Mr. Hale made a motion that the Planning and Zoning <br />Commission approve CU 19-06 to allow a place of worship at 2610 S. U.S. Highway 17-92, the recommendation is <br />based on the findings of fact and conclusions of the staff report dated March 13, 2019, and the six (6) conditions of <br />approval outlined in the staff report including attachments A -C. Mr. Phillips seconded the motion. The motion <br />passed unanimously by voice vote. <br />Seventh Item of Business: CU 19-07: 1064-1074 State Road 436. A conditional use request to operate a day <br />care facility at 1064.1074 State Road 436. <br />Mr. Jonathan Tardif, Planning Tech, reviewed the information provided in his memorandum dated March 13, <br />2019 to the City of Casselberry Planning and Zoning Commission.
