CASSELBERRY CITY COMMISSION <br />Minutes of March 11, 2019 — Regular Meeting <br />Page 7 of 13 <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING CHAPTER 62, <br />PENSIONS AND RETIREMENT, ARTICLE 1, POLICE OFFICERS' AND FIREFIGHTERS' <br />PENSION PLAN OF THE CODE OF ORDINANCES OF THE CITY OF CASSELBERRY; <br />AMENDING SECTION 62-2001, DEFINITIONS; AMENDING SECTION 62-2008, DISABILITY; <br />AMENDING SECTION 62-2017, MISCELLANEOUS PROVISIONS; AMENDING SECTION 62- <br />2028, REEMPLOYMENT AFTER RETIREMENT; AMENDING SECTION 62-2030, <br />SUPPLEMENTAL BENEFIT COMPONENT FOR SPECIAL BENEFITS; CHAPTER 175 AND <br />185 SHARE ACCOUNTS; AMENDING SECTION 62-2031, FIREFIGHTERS' DEFERRED <br />RETIREMENT OPTION PLAN; PROVIDING FOR CODIFICATION; PROVIDING FOR <br />SEVERABILITY OF PROVISIONS; REPEALING ALL ORDINANCES IN CONFLICT <br />HEREWITH AND PROVIDING AN EFFECTIVE DATE." <br />Staff Presentation: City Manager Randy Newlon stated that Ordinance 19-1509 amends and restates the <br />City of Casselberry's Police Officers' and Firefighters' Pension Plan. The plan actuary, Foster and Foster, <br />has reviewed the ordinance and has issued a letter stating that because the changes do not result in a financial <br />impact on the funding requirements it is the actuary's opinion that a formal Actuarial Impact Statement is <br />not required in support of its adoption. In response to questions from the City Commission, Mr. Newlon <br />confirmed that the majority of the requested changes were to bring the plan into compliance with new <br />regulations, and there was some clarification language included in certain sections, also. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager recommended approval of Ordinance 19-1509 on first reading <br />Audience Participation: The following individual came forward to address Ordinance 19-1509. <br />Mr. John Casselberry, 700 South Lost Lake Lane, voiced concerns that the City's funding <br />obligations relating to the police officers' and firefighters' pensions should not extend beyond <br />just the City. <br />No one else came forward. <br />MOTION: Vice Mayor Aramendia moved to approve Ordinance 19-1509 on first <br />reading, as presented. Motion was seconded by Commissioner Busch. <br />Motion carried unanimously by voice vote 5-0. <br />11. PUBLIC HEARINGS <br />A. Second Reading of Ordinance 19-1506 — Amending the Future Land Use <br />Designation for the Property Located at 547 Lake Howell Road (LPA 19-04) <br />The City Cleric read Ordinance 19-1506 by title, as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, TO AMEND THE CITY OF <br />CASSELBERRY COMPREHENSIVE PLAN BY PROVIDING FOR A CHANGE OF THE <br />FUTURE LAND USE DESIGNATION FROM SEMINOLE COUNTY MEDIUM DENSITY <br />
