CASSELBERRY CITY COMMISSION <br />Minutes of February 11, 2019 — Regular Meeting <br />Page 15 of 17 <br />12. OTHER ITEMS <br />No items were presented for consideration on this agenda. <br />13. CITIZENS' COMMENTS <br />Mayor Glancy announced persons that wished to make comment or make inquiry on any matter not on the <br />agenda, may request to be recognized during Citizens' Comments. Mayor Glancy announced the rules of <br />decorum. The following individuals came forward: <br />1. Ms. Ashley Neubauer, 638 East Helm Way, stated she was the Vice President of the <br />Casselberry Garden District and expressed some concerns the district was having relating to <br />reduction of funding for planned sign projects in the District, a perceived lack of inclusion of <br />the District in decisions made by the City relating to neighborhood improvement grant funding, <br />and a lack of communication between the City and the District regarding various matters, <br />including complaints received and justification for changes in the number of signs to be allowed <br />in the District from what had been originally approved by the City Commission. <br />2. Mr. Charles Morris, 255 Shady Hollow, added to the concerns expressed by Ms. Neubauer, <br />stating that it had been difficult for the District members to obtain sufficient funding to create <br />a 501(c)(3) non-profit entity and the members felt the City had made it more difficult by not <br />providing meeting space at Wirz Park and table space at City events in order to bring awareness <br />to residents about the existence and purpose of the district. He expressed the frustration of the <br />District with how the City had been excluding the members from conversations about projects <br />in the district and future funding mechanisms for those projects. He asked that the City involve <br />them in those conversations in order for the District to grow as originally intended. <br />No one else came forward. <br />14.
