CASSELBERRY CITY COMMISSION <br />Minutes of February 11, 2019 — Regular Meeting <br />Page 13 of 17 <br />MOTION: Commissioner Busch moved to adopt Ordinance 19-1.503 on second and final <br />reading, as presented. Motion was seconded by Commissioner Hufford. <br />Motion carried unanimously by voice vote 4-0. <br />C. Second Reading of Ordinance 19-1504 — Amending the Official Zoning <br />Designation for the Property Located on Lake Howell Road ZB 18-07) <br />The City Clerk read Ordinance 19-1504 by title, as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING THE CITY OF <br />CASSELBERRY OFFICIAL ZONING MAP AS ESTABLISHED IN CHAPTER II, ARTICLE IV, <br />SECTION 2-4.3, UNIFIED LAND DEVELOPMENT REGULATIONS OF THE CITY OF <br />CASSELBERRY, FLORIDA, AS AMENDED AND SUPPLEMENTED; ESTABLISHING THE <br />ZONING CLASSIFICATION OF CITY OF CASSELBERRY OR (OFFICE/RESIDENTIAL) <br />FROM THE SEMINOLE COUNTY ZONING OF RP (RESIDENTIAL/PROFESSIONAL) FOR <br />THE NEWLY ANNEXED APPROXIMATELY 0.43 ACRE PARCEL LOCATED ON LAKE <br />HOWELL ROAD, AS DESCRIBED IN SECTION I OF THIS ORDINANCE; PROVIDING FOR <br />CONFLICTS, SEVERABILITY, AND AN EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing relative to second reading of Ordinance 19-1504 <br />was advertised in the Orlando Sentinel on Thursday, January 31, 2019, <br />Staff Presentation: Planner I Christina Hyson stated that Ordinance 19-1504 amends the Official Zoning <br />Map from Seminole County RP (Residential/Professional) to City of Casselberry OR (Office/Residential) <br />for the recently annexed property located on Lake Howell Road, with parcel identification number 28-21- <br />30-300-0400-0000, consisting of approximately 0.43 acre. Notification was provided to the surrounding <br />property owners within 500 feet and written notice was posted on the subject property on November 21, <br />2018. The Planning and Zoning Commission, serving as the Local Planning Agency (LPA), voted <br />unanimously at is meeting on December 12, 2018 to recommend approval of this amendment to the City <br />Commission. The request to amend the Official Zoning Map from County RP (Residential/Professional) <br />to City OR (Office/Residential) for the subject property is consistent with the City's Comprehensive Plan <br />and the proposed Commercial Future Land Use designation; compatible and consistent with the adjacent <br />land uses and zoning districts; and City water service is currently available to the subject property. The site <br />is not within 100 feet of City public sewer. Per Section 86-30(c) Code of Ordinances, the property is not <br />required to connect to City public sewer. However, future sanitary sewer provision, whether public or <br />private service, will be addressed at the time of site plan review. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Community Development Director recommended adoption <br />of Ordinance 19-1504 on second and final reading. <br />Public Hearing: Mayor Glancy stated this was a public hearing to hear and consider comments and <br />questions regarding Ordinance 19-1504. Mayor Glancy opened the floor for public participation. No one <br />came forward to address Ordinance 19-1504. Mayor Glancy closed the public hearing relative to Ordinance <br />19-1504. <br />
